Job description

We are seeking a dynamic and detail-oriented HR Executive-Recruitment to join our Singapore office. This role is ideal for a seasoned HR professional with strong recruitment experience and a solid understanding of HR operations and Singapore employment regulations. You will play a pivotal role in supporting business objectives through effective talent acquisition, employee lifecycle management, and compliance with Ministry of Manpower (MOM) guidelines. The ideal candidate is proactive, meticulous, and capable of working collaboratively across departments and with regional HR teams.

Key Responsibilities:

Recruitment & Onboarding

  • Manage the full recruitment cycle including job postings, resume screening, interviews, and offer management.
  • Conduct HR orientation and onboarding programs for new employees.
  • Ensure all employment documentation is accurately processed and filed.

Work Pass & Regulatory Compliance

  • Handle all work pass applications and processes (Employment Pass, S Pass, Work Permit, Dependant Pass, etc.).
  • Manage timely renewals, cancellations, and updates of work passes.
  • Serve as the key point of contact for work pass queries from employees and authorities.
  • Stay updated on changes in MOM regulations and ensure organizational compliance.

OFWAS (Online Foreign Workers Address Service)

  • Maintain accurate and timely address updates for foreign workers in the OFWAS system.
  • Support foreign employees with address registrations and updates.

MWOC (Migrant Worker Onboarding Centre)

  • Coordinate the onboarding of migrant workers through the MWOC process.
  • Guide workers through documentation requirements and ensure timely submission to MOM portals.

Training & Certification

  • Monitor and assist in the acquisition and uploading of mandatory training certificates (e.g., safety, compliance).
  • Maintain up-to-date training records and ensure compliance with MOM guidelines.

HR Administration & Support

  • Support general HR administrative functions, including employee record management, query resolution, and coordination of HR-related tasks.
  • Assist in managing foreign workers’ matters such as security bonds, PCP, and travel arrangements.

Compliance & Reporting

  • Ensure HR operations comply with the Employment Act and MOM standards.
  • Prepare and submit reports to government bodies as required.
  • Participate in internal audits and maintain complete documentation for regulatory purposes.

Qualifications & Requirements:

  • Diploma in Human Resource Management, Business Administration, or a related discipline.
  • At least 5 years of HR experience, with a strong emphasis on recruitment and HR operations.
  • In-depth knowledge of Singapore labour laws and MOM policies.
  • Strong interpersonal and communication skills.
  • Proficient in handling confidential information with integrity.
  • Analytical thinker with a continuous improvement mindset.
