A leading company in the offshore engineering sector is seeking a knowledgeable Payroll Administrator to manage employee payroll processes and ensure compliance with statutory regulations. This role entails verifying claims, processing final salaries, and handling payroll-related issues. The ideal candidate will possess HR/Payroll experience and proficiency in relevant software, ensuring smooth payroll operations.

Qualifications

  • Experience in HR/Payroll Administration required.
  • Proficiency in MS Excel is essential.
  • Prior experience in HRIS implementation preferred.

  • Prepare income tax clearance and ensure compliance with statutory reporting.
  • Manage payroll cashbook and liaise with HR on personal data changes.

Job Description

  • Process the payroll for employees (typically workers level) payroll as assigned and seek approval for payment

  • Verify the validity and timely submission of employees claims

  • Process final salary and submit for income tax clearance like IR21 and all other related tax forms and filings for foreign employees.

  • Verify employees’ data accuracy, overtime hours, attendance and leave applications and liaise with HR department on any changes in such personal data

  • Prepare and compute payment for WICA to process in month end payroll.

  • Generate e-payslip for month end and special period.

  • Manage payroll cashbook and posting to General Ledger.

  • Prepare Annual Leave accrual & Bonus accrual Reports for Finance Department.

  • Budget Preparation for worker and ensure payroll budget is prepared accurately.

  • Generate Foreign Worker Levy report to match with the monthly levy bill and inform HR to update the latest levy tier and rate in payroll system.

  • Assist in resolve issues relating to payroll matters.

  • Liaise with banks and government bodies like MOM, CPF where applicable.

  • Raise discrepancies and non-compliance issues (eg overtime) promptly to HR/Admin department or HODs

  • Comply with the local statutory reporting and submission like NS Make-Up Pay, Government Paid Leave (Childcare Leave, Maternity Leave, etc), income tax, etc.

  • Update e-claim’s approval flow for new hired and internal transfer employee.

  • Involve in Payroll System Upgrade (if any). Ensure accurate data migration, accurate payroll processing for all parallel run and live implementation.

Requirements

  • Experience in HR/Payroll Administration

  • Knowledge of Time software Payroll/HRIS.

  • Proficient in MS Excel

  • Prior Experience in HRIS implementation will be an advantage
