Job description

The essential responsibilities include:

  • Execute regular and off-cycle payroll processing activities, including simulating payroll runs, reviewing the results of simulated payroll runs to identify and rectify errors and data discrepancies, and preparing payroll summary and variance reports.
  • Process payroll payments made outside the primary payment method (e.g., cheque, giro payment, etc.).
  • Ensure that all payments comply with regulatory guidelines and meet strict deadlines.
  • Ensure the journal entries accuracy for Finance.
  • Oversee all tax submissions (including IR21, IR8A, withholding tax, etc.) and ensure compliance with relevant statutory requirements.
  • Manage and coordinate all payroll claims to ensure submission by established deadlines.
  • Ensure compliance with regulations related to CPF, taxation, workforce levies, and other payroll components.
  • Responsible for the timely e-filing of NSmen make-up pay, maternity, childcare, extended childcare, and paternity claims.
  • Perform comprehensive Human Resources and Payroll reporting, data analysis and periodical MOM survey.
  • Conduct performance management encompassing Key Performance Indicator (KPI) monitoring and result management.
  • Track employee benefits (e.g., medical/insurance claims, long-term illness leave, transportation, staff purchases, health screenings, etc.).
  • Manage leave administration, including leave calculations, approval assignments, and year-end closing
  • Address employee inquiries regarding payroll and benefits-related matters.
  • Maintain and update the staff database to ensure accuracy.
  • Perform any other ad-hoc duties as assigned.

Formal Education & Certification

  • Minimum Diploma or a Degree in Human Resources Management.

Knowledge & Experience

  • A minimum of 2 to 3 years of relevant experience in related HR fields.
  • Highly proficient in Microsoft Office suite with expertise in Excel.
  • Depth of Knowledge of relevant government legislation, including the Employment of Foreign Manpower (Work Passes) Regulations, Employment Practices, Compliance and enforcement of CPF contributions, Industrial Relations Act (IRA), Work Injury Compensation Act (WICA) in Singapore.
  • Proficiency in analytical skills will be a significant advantage.
  • Ability to manage outsourced payroll vendors effectively.
  • Experience in payroll shared services and familiarity with Orisoft will be advantageous.
  • Excellent communication and written skills, capable of interacting with all levels of employees.
