Job summary

Skills and Workforce Development Agency (SWDA) seeks a driven professional to join the CES Ecosystem Development Division, strengthening partnerships across government, industry bodies and training providers to advance HR transformation.

You will lead industry development and partnership engagement, co-create initiatives, and manage programs to build HR capabilities and sustainable outcomes for Singapore's Public Service.

Qualifications

• Strong stakeholder engagement, partnership development and relationship management.
• Ability to identify ecosystem needs and translate into practical initiatives.
• Good knowledge of HR, workforce development or sector development issues.
• Strong facilitation, negotiation, written communication and presentation skills.
• Sound project and programme management capabilities including governance and risk.
• Analytical and strategic thinking with evidence-based recommendations.

Responsibilities

• Develop and implement strategies to strengthen the HR ecosystem and workforce capability priorities.
• Build and manage trusted relationships with government agencies, HR bodies and training providers.
• Engage partners to identify needs, gaps and collaboration opportunities.
• Co-create and deliver initiatives, programmes and platforms that improve HR capabilities and access to resources.
• Manage partnerships end to end, including contracts, implementation and risk resolution.
• Monitor partnership health and outcomes; gather market intelligence to refine approaches.
• Represent the organisation at engagements and work with internal teams on HR transformation.
