What the role is:

The Accountant-General’s Department (AGD) plays an important role in making Singapore a better place through Finance. At AGD, we aim to be a future-ready leader in transforming Public Sector finance by putting finance at the heart of our decision-making. We do this through building a strong foundation in providing robust financial systems and processes that serve key stakeholders including our pensioners, vendors and the public sector. Our team of accounting professionals work at AGD and are deployed to the public agencies to deliver a wide range of financial and accounting-related services to the Public Service. Together we play a critical role in helping the Government achieve its fiscal and economic objectives through sound stewardship and governance.

What you will be working on:

You will join AGD’s Government Central Team under the Finance Transformation Directorate in supporting Project Cumulus across 40 statutory boards that have onboarded Workday. You will lead 3 teams under Innovations & Improvements, specifically:

• Deep Dives Team
• Lead and coordinate system analysis initiatives with Cumulus agencies, working closely with Workday and Accenture teams to resolve user experience challenges.
• Steer Workday-led Value Realisation workshops for Cumulus agencies.

• Strategic Planning Team
• Evaluate current Central Finance and Payroll systems used by Statutory Boards, focusing on Workday-Finance and Excelity platforms.
• Review long-term options for Cumulus’ payroll system.
• Support leadership in prioritising and lobbying for product improvements and innovations.
• Design strategic content for engagement platforms like DOF Connect, Cumulus Ignite, and CE Connect.
• Identify and implement new technologies to enhance Cumulus.

• Performance and Risk Management
• Establish KPIs to monitor transformation initiatives.
• Identify and mitigate risks related to Cumulus and the Excelity Payroll System.
• Maintain the FT-I&I Risk Register and monitor KRIs.

• Payroll and Expenses Cluster
• Oversee Cumulus’ Payroll and Expenses Functional Teams with support from a Cluster Lead.

What we are looking for:

Functional/Technical Competencies:

• Tertiary qualifications in Accounting, Business, Finance, or related fields with at least 10 years of experience.
• CA Singapore certification preferred.
• Keen interest in Ops-Tech.
• Experience leading finance transformation projects in complex environments.
• Strong understanding of financial systems and processes.
• Good leadership, communication, and stakeholder management skills.
