Job summary

Kerry Consulting partners with a Singapore-based public sector client to appoint a seasoned procurement leader to drive a multi-year transformation. You will provide strategic leadership across units, govern procurement policies, and modernise operating models with technology and AI as relevant.

You will lead a large procurement team, reorganise capabilities, and engage senior stakeholders at the Board level to deliver governance-driven, user-centric business partnering.

Qualifications

• Ideally, you are a seasoned procurement executive with at least 20 years of progressive leadership experience gained within a complex matrixed organisation.
• Prior experience within the SG public sector will be highly advantageous.
• You possess a strong understanding of procurement governance and policy, complemented by a proven track record of leading large-scale transformation initiatives involving people, process and systems.
• You are a collaborative and client-focused leader, who builds trusted relationships with senior stakeholders.
• Strong executive presence to engage senior stakeholders at the Board levels.

Responsibilities

Job description

Our client is a leader within the public sector scene; at the cusp of an exciting transformation journey. Of priority is the enterprise-wide Group Procurement function and they are presently seeking a highly seasoned Procurement professional to lead this transformation.

Role

You will provide strategic leadership for the organisation's procurement function across multiple business units and specialised operating entities. You will spearhead a multi-year transformation agenda focused on delivering procurement that is efficient, user-centric business partnering, and governance-driven. Leading a sizeable procurement team, you will drive the modernisation of procurement policies (embedding technology and AI tools as relevant), operating models and service delivery, simplifying processes where necessary, while maintaining robust governance standards. Naturally, this change management will also involve people aspects, hence you will be expected to re-organise the team, and review capabilities and competencies.

Preference will be given to candidates who are eligible to work in Singapore.
