Job description

The Head of Procurement will lead and oversee all procurement activities for the Group, ensuring the efficient and cost-effective acquisition of goods and services necessary for the institution’s operations. This role involves strategic planning, supplier relationship management, and the development of procurement policies that support the institution's goals and objectives. You will work closely with various departments to meet their needs while adhering to budgetary constraints and regulatory requirements.

  1. Drive procurement strategy, manage vendor relationships, and collaborate closely with internal stakeholders to support the company’s overall business objectives.
  2. Custodian and provision of advisory on SIM Procurement policies & procedures and all procurement related management (eSourcing, Tender, Request for Quotation, Purchase Order, Contracts).
  3. Lead the procurement function and ensure the efficient sourcing of goods and services while optimizing cost, quality, and supplier performance.

Accountabilities:

  1. Develop and implement comprehensive procurement strategies aligned with company goals and budgetary requirements.
  2. Lead initiatives to identify cost-saving opportunities and improve procurement processes.
  3. Ensure compliance with applicable laws, regulations, and institutional policies.
  4. Lead, mentor, and manage the procurement team to deliver high-quality sourcing and purchasing operations.
  5. Negotiate contracts and agreements to secure favorable terms and conditions .
  6. Oversee the end-to-end procurement process, including supplier identification, negotiation, contract management, and purchase order issuance.
  7. Establish and maintain strong relationships with suppliers to ensure timely delivery, quality compliance, and cost-effectiveness.
  8. Conduct market research and benchmarking to identify new procurement opportunities and mitigate supply risks.
  9. Collaborate cross-functionally with business units, finance, legal, IT and other functions to streamline procurement workflows.
  10. Monitor procurement KPIs, prepare reports, and provide insights to senior management for informed decision-making.
  11. Ensure compliance with company policies, legal requirements, and industry standards in all procurement activities.
  12. Drive continuous improvement initiatives to optimize procurement processes and systems.

Academic Education

  • Degree in Business Administration, Supply Chain Management, Logistics, or related field.

Experience

  • Minimum of 8-10 years of progressive experience in procurement, with at least 3 years in a leadership role.
  • Experience in IT procurement would be preferred.

Professional Education/License (if any)

  • Relevant professional certification (e.g., CPSM, CIPS)

Skills

  • Strong knowledge of procurement best practices, contract negotiation, and vendor management.
  • Proficiency in IT procurement.
  • Proficiency with procurement software and ERP systems.
