We are representing our client, a local christian based NGO to look for an HR professional to head the HR Department.Reporting to COO, the Head of HR oversees the entire human resources function within the two entities, developing and implementing strategies for talent acquisition, development, and employee relations. He/she also ensure compliance with HR laws and regulations, often advising senior management on HR matters and acting as a champion for the company's culture.Responsibilities
- Manage the execution of the core areas of the HR department including recruitment, employee relations, workforce administration, employee engagement, payroll, rewards and recognitions, as well as maintaining and improving HR systems and management of the HR budget.
- Provide oversight and guidance to HR team. Support the childcare services in the area of ECDA (Early Childhood Development Agency) Partner Operator Scheme's HR reporting and manpower claims.
- Advise hiring managers on the principles of fair employment selection practices.Guide hiring managers in selection of candidates with right competencies, experience and culture fit through effective appraisal. Stay abreast of industry trends and best practices in talent acquisition, continuously improving our recruitment strategies.
- Coach line managers to relay key performance indicators and performance goals to employees. Collaborate with line managers to anticipate future skills demand and supply.
- Define learning and development needs based on business and staff capability needs. Develop plan to deploy organisation's workforce to maximise productivity.
- Engage senior management to support organisation development and change interventions. Facilitate talent review sessions with line managers to identify and manage high-performing individuals for mission-critical roles.
- Facilitate the redesign of the organisation structure to better deliver its vision, mission and strategy.
- Develop and drive compensation and benefits strategies that support business goals and workforce needs. Analyse recruitment metrics and provide regular reports to senior management.
- Foster relationships with stakeholders (internal and external) including hiring managers, agencies, educational institutes, etc. Organise recruitment fairs and talk with industry partners.
- Partner with the leadership team to develop and execute the organization’s HR and talent strategy relating to current and future talent needs, recruiting, retention, and succession planning. Ensure that all programmes and services provided align with company objectives, market trends, and compliance requirements.
- Collaborate with leadership and internal stakeholders to develop long-term strategic plans for compensation and benefits.
- Drive the implementation and change process for new business units, ensuring harmonisation and alignment of compensation and benefits policies across the organisation.
Requirements- Degree in Human Resources, business management or equivalent.
- At least 5 years of HR managerial experience in HR.
- Strong leadership skills, strategic thinker and analytical.
- Excellent communication and presentation skills.
- Passion to work in a social sector agency.
- Familiar with ECDA Partner Operator Scheme (POP) structure and preschool operations would be an advantage.
