A project management company in Singapore is looking for a Head of Finance to oversee financial management across various projects. The ideal candidate will bring over 8 years of experience in financial management, particularly in project-based industries. Responsibilities include financial reporting, budgeting, and leadership of the finance team. A CPA/CMA/MBA is preferred for this role.
TheHead of Finance serves as Finance Controller with business partner responsibilityin aproject-based industrysuch as construction, engineering, or infrastructure development. He /she is responsible for multiple countries in this region for overseas offices to ensure financial management, accounting, project cost accuracy and compliance for projects and operations. This role ensures accurate financial reporting, cost clarity and cost control, budgeting, and risk management while supporting project profitability and financial health of the offices. He /she has strong experience of collaborating with project team on project management details for project forecast and variation management. He/she is able to provide an overarching view and connect all relevant functions by working and driving PM team to ensure financial soundness of each office for projects and O&M. He can optimize financial reporting with unified methods for calculating the standard hourly rate, which should be consistently applied across tendering, project execution, and finalization, while complying with Envac financial reporting methodology. He/she can work with GMs and CFO challenge and derive improvement to enable GM/Business leaders to make sound financial decisions.
Key Responsibilities:
1. Business Strategy Planning

2. Financial Planning & Budgeting:
Develop and manage project budgets, forecasts, and financial plans. Proactively design logics in budgeting processes to minimize unnecessary variation during the year, while having business sense to manage variation by having healthy buffers.
Monitor project expenditures against budgets and provide variance analysis.
Lead / Collaborate with operations to ensure financial feasibility & cost efficiency.
2. Accounting & Financial Reporting:
Oversee project accounting, including revenue recognition, cost allocation, and WIP (Work in Progress) reporting with clear explanation and actions for gaps on a monthly base. Proactively Follow up actions and ensure no repeated mistakes/gaps
Ensure accurate and timely monthly, quarterly, and annual financial statements.
Implement and maintain robust internal controls for financial transactions.
3. Cash Flow & Working Capital Management:
Monitor project cash flows, ensuring adequate funding for operations.
Manage invoicing, collections, and payment schedules with clients and vendors.
Optimize working capital by controlling receivables, payables, and inventory (if applicable).
4. Cost Control & Financial Analysis:
Track project costs, identify inefficiencies, and recommend cost-saving measures.
Proactively Conduct profitability analysis for individual projects and overall business performance. Report to Business leaders and CFO on progress and actions.
Provide financial insights to support strategic decision-making.
5. Compliance & Risk Management:
Ensure compliance with accounting standards, tax regulations, and contractual obligations.
Mitigate financial risks related to contracts, currency fluctuations, and project delays.
Liaise with auditors (internal & external) and regulatory authorities.
6. ERP & Financial Systems:
Oversee financial software (ERP, SAP, Oracle) and ensure accurate project costing.
Implement automation and process improvements for financial operations.
7. Team Leadership & Stakeholder Communication:
Lead and mentor the finance & accounting team.
Present financial reports to senior management, investors, and project stakeholders.
Work closely with operations, procurement, and legal teams to align financial strategies.
Qualifications & Skills:
Education:Bachelor’s degree in finance, Accounting, or related field;CPA/CMA/MBA preferred.
Experience:8+ years in financial management, preferably inproject-based industries(construction, engineering, consulting, etc.) with strong business partner track record (reference is required)
Technical Skills:
Strong knowledge ofproject accounting, cost control, and revenue recognition.
Proficiency inERP systems(SAP, Oracle, QuickBooks) and advanced Excel.
Understandingcontract managementand financial compliance.
