About the Role
Reporting to the Singapore CEO with a functional line to Group Finance, you will own financial reporting, MAS regulatory reporting and capital management, treasury and client money, audit and business partnering, and coordinate tax matters with the Group Tax team, for a fast-growing, technology-driven online brokerage. This is a hands-on leadership role: you will run and develop a small team while staying close to the numbers, and you will be the finance counterpart for regulators, auditors, banks and Group stakeholders.
Responsibilities
Financial reporting and control
- Own the month-end and year-end close for the Singapore entity, including accruals, intercompany, account and broker/bank reconciliations, and review of the P&L and balance sheet, delivering accurate results in line with the Group reporting timetable.
- Prepare statutory financial statements under SFRS(I) and coordinate ACRA filings with the company secretary; support Group consolidation and reporting packs under Group accounting policies.
- Design, document and continuously improve internal controls and SOPs across the record-to-report, procure-to-pay and client-asset processes; drive automation of reconciliations and reporting.
MAS regulatory reporting and capital management
- Lead all MAS financial regulatory reporting for the entity as a CMS licensee.
- Monitor financial resources, total risk requirement and aggregate indebtedness at the required daily to monthly frequencies; maintain early-warning thresholds, elevate promptly, and manage capital planning, dividend and capital injection proposals with Group.
- Own the finance side of client money and client asset protection: trust account reconciliations, segregation and reporting under the Securities and Futures (Licensing and Conduct of Business) Regulations, working closely with Client Funds Operations and Compliance.
- Act as the accountable head of the finance function towards MAS: serve as the named finance contact for the regulator and handle MAS inspections, queries, thematic reviews and regulatory notifications on financial matters.
- Support new licence and licence-scope applications in Singapore, including financial projections, capital and financial resources planning, and finance-related submissions to MAS.
Treasury, liquidity and settlement finance
- Manage house liquidity, bank relationships, FX exposure and funding lines; oversee daily cash and margin movements with clearing brokers, custodians and counterparties, and set the finance controls around them.
- Support the entity's role as the execution and clearing hub for other Group entities, including intercompany funding, fee settlement and reconciliation.
Tax
- Work with the Group Tax team on corporate income tax, GST and withholding tax filings with IRAS, transfer pricing documentation for intragroup service and platform fee arrangements, and related compliance matters; provide local data and review, and coordinate with tax agents to ensure compliance with Singapore tax regulations and reporting requirements.
Audit and governance
- Manage the external audit and the MAS-required audit procedures end to end.
Business partnering and FP&A
- Lead the Singapore annual budget and rolling forecast; own monthly management reporting, unit economics and variance analysis for the brokerage and wealth management lines, and translate them into actions with the Singapore leadership team.
- Provide finance input on new products, pricing, incentive schemes and vendor contracts, including the accounting, regulatory capital and tax consequences before launch.
Team leadership
- Build, coach and retain a high-performing finance team; set clear ownership and cross-training so that critical regulatory and close activities are always covered, and plan for succession.
- Partner with Group Finance on shared systems, policies and the finance roadmap, and represent Singapore in Group finance initiatives.
Qualifications
- Degree in Accounting, Finance or a related field; Chartered Accountant of Singapore (ISCA), ACCA, CPA or equivalent professional qualification is required.
- At least 10 years of relevant experience, of which at least 3 years leading a finance or regulatory reporting team; Big Four audit background combined with in-house experience at a MAS-regulated CMS licensee (broker-dealer, product financing or custody) is strongly preferred.
- Prior experience as the head of finance accountable to the regulator at a licensed financial institution.
- Hands-on experience preparing and signing off MAS financial returns for a CMS licensee, and working knowledge of the SFA, the Financial and Margin Requirements Regulations and the client money and asset rules.
- Strong command of SFRS(I) and IFRS; experience with Group consolidation and multi-entity reporting.
- Experience dealing with MAS inspections and external auditors; sound judgement on escalation and disclosure.
- Practical understanding of brokerage economics: commission and fee revenue, client margin and financing, clearing and settlement flows, and FX.
- Strong Excel and financial systems skills; experience with ERP implementation or finance automation projects is an advantage.
- Mandarin is an advantage for day-to-day coordination with Group functions and stakeholders in Hong Kong and Mainland China.
- Comfortable in a fast-paced, entrepreneurial environment; able to move between strategic discussions and detailed review.
