We are seeking an experienced Human Capital Leader to take on the role of Head, Human Resources , Singapore. This pivotal role reports directly to the CEO, RHB Bank Singapore, and functionally to the Head, HR Business Partner, Group Human Resources.
As the most senior HR leader in Singapore, you will be responsible for shaping and executing the country’s human capital strategy in alignment with Group priorities. This includes ensuring full compliance with local regulatory frameworks, driving strategic people initiatives across the employee lifecycle, and leading a high-performing HR team through a business partnering and Centre of Excellence model.

Job Responsibilities
1. Strategy and Planning
- Develop and implement HR strategies, frameworks, and policies aligned with both Group HR and Singapore business goals.
- Partner with Group HR and local senior management to execute key initiatives across HRMS, talent acquisition, C&B, learning & development, and employee engagement.
- Act as a strategic HR business partner to local and regional stakeholders.
2. Country HR Leadership
- Lead the local HR team across the full spectrum of HR functions, including operations, shared services, and business partnering.
- Develop team capabilities to ensure high-quality HR delivery and business alignment.
3. HR Operations and Governance
- Oversee end-to-end HR functions in Singapore: C&B, payroll, HRIS, talent management, L&D, employee relations, and compliance.
- Ensure HR practices are compliant with local employment laws and aligned with Group policies.
- Drive audit readiness, regulatory reporting, and internal governance frameworks.
4. Talent and Performance
- Design recruitment and retention strategies that support business growth.
- Implement performance management systems and develop competitive reward structures.
- Champion a culture of continuous learning and talent development.
5. Employee and Industrial Relations
- Oversee industrial and employee relations, including union engagement, grievance handling, and policy development.
- Promote harmonious workplace relations and maintain positive regulatory relationships.
6. Change and Transformation
- Act as a change agent in HR-led transformations such as organizational restructuring, process reengineering, or system rollouts.
- Drive continuous improvement of HR policies, processes, and tools.
7. Stakeholder Engagement
- Provide strategic HR advice to senior leaders and business heads.
- Build strong partnerships with government agencies, HR associations, and regulatory bodies.
- Represent the company in HR forums and industry dialogues.
Additional Responsibilities
- Provide day-to-day HR advisory to business and functional leaders on people matters such as coaching, counselling, career development, and disciplinary actions, in line with RHB’s HR policies and best practices.
- Act as a change agent to support organizational transformation initiatives including restructuring, voluntary separation schemes, and implementation of new rewards structures and HR systems.
- Lead, coach, and develop the Singapore HR team in executing tactical and operational responsibilities effectively.
- Partner closely with senior management to deliver proactive, business-aligned HR solutions.
- Undertake other duties or special projects as assigned by senior management.
Requirements:
- Bachelor’s or Master’s degree in Human Resources, Business Administration, or a related discipline.
- Minimum 15 years of progressive HR experience, including at least 5 years in a senior HR business partnering role within a large and complex organization.
- Proven track record in leading a local HR team and managing the full spectrum of HR functions.
- Strong expertise in HR strategy development, talent management, and organizational effectiveness, preferably within the financial services industry.
- Proven experience in managing union and industrial relations, including negotiations, grievance handling, and policy development.
- In-depth understanding of Singapore employment legislation, and regulatory frameworks under MOM, MAS, and other statutory bodies.
- Demonstrated ability to manage HR governance, regulatory audits, and ensure ongoing compliance in a regulated banking environment.
- Up-to-date knowledge of emerging HR trends and best practices, with the ability to tailor strategies to a dynamic, evolving business landscape.
- Excellent interpersonal, stakeholder management, and communication skills.
