Position Summary

We are seeking an experienced and strategic leader to join us as Head, Human Resources. This role provides overall leadership for the HR function, ensuring that our people strategy supports CCSS’s mission, fosters a healthy workplace culture, and meets all regulatory requirements.

Key Responsibilities

  • Partner with the Executive Director and leadership team to develop and implement HR strategies aligned with organisational goals
  • Drive talent acquisition, retention, and succession planning to build a sustainable workforce
  • Oversee compensation and benefits planning, including salary benchmarking and annual increments
  • Lead performance management, staff engagement, and learning and development initiatives
  • Ensure compliance with labour laws, the Charities Act, and relevant IPC guidelines
  • Manage employee relations, grievances, and disciplinary matters fairly and professionally
  • Provide secretariat support to the HR Committee and Board as required
  • Oversee HR operations, including outsourced payroll, insurance, medical benefits, and training administration
  • Champion organisational culture, values, and staff wellbeing programmes
  • Prepare and manage HR budgets and manpower funding submissions
  • Lead continuous improvements in HR systems, policies, and processes
  • Track and report HR analytics and metrics to inform strategic decisions

Requirements

  • Bachelor’s degree with at least five years of human resource management experience, or equivalent
  • Strong people management, business acumen, and strategic planning skills with high analytical capability
  • Proficient in Microsoft Office (Excel, Word, PowerPoint) and HRIS systems
  • Meticulous, organised, and able to meet tight deadlines
  • Excellent interpersonal and communication skills; able to work well with diverse stakeholders
  • A proactive leader who can inspire and influence across the organisation
