What the role is:

The National Research Foundation (NRF) is a department within the Prime Minister's Office, and we set the national direction for Research, Innovation and Enterprise (RIE) by developing policies, plans and strategies; funding strategic initiatives that strengthen our scientific and technological capabilities, grow our RIE talent base, and achieve economic and national impact; and fostering RIE collaboration in Singapore and internationally.

What you will be working on:

The officer’s responsibility is to develop and strengthen plans and policy for RS in the RIE ecosystem. The incumbent will:

  • Develop plans and policies to build an RIE ecosystem that can be trusted by multiple different parties to manage sensitive, private and proprietary data and knowhow;
  • Interface with relevant agencies and international counterparts to communicate Singapore’s plans and policies, as well as learn from the practices of other countries and institutions;
  • Communicate plans and policies to RIE ecosystem stakeholders, including Institutes of Higher Learning, Research Institutes and companies, to ensure they understand the importance and abide by prevailing plans and policies, as well as to take in their feedback on how to practice good RS;
  • Collect and analyse data from international and local RIE ecosystems to benchmark and make recommendations on new plans and policies;
  • Manage RS-related issues for sensitive and important programmes and proposals;
  • Perform any functional work necessary for the effective running of NRF (e.g. secretariat and accompanying officer duties and participate in workgroups and committees).
What we are looking for:
  • Background in science and engineering related disciplines preferred;
  • Experience in a research environment, or research administration preferred;
  • Good awareness of current affairs;
  • Strong analytical abilities with a broad sense of perspective;
  • Excellent command of written and spoken English;
  • Excellent inter-personal skills;

About National Research Foundation

The National Research Foundation (NRF) was set up on 1 January 2006 as a department under the Prime Minister's Office. It was set up to perform the following: a) To provide secretariat support to the Research, Innovation and Enterprise Council (RIEC), chaired by the Senior Minister; b) To coordinate the research of different agencies within the larger national framework in order to provide a coherent strategic overview and direction; c) To develop policies and plans to implement the five strategic thrusts for the national R&D agenda; and d) To implement national research, innovation and enterprise strategies approved by the RIEC, and to allocate funding to programmes that meet NRF's strategic objectives.
