Job description

What the role is

The fields of Science, Technology, and Engineering (STE) have been pivotal in modernizing public service delivery, as well as driving innovation and efficiency in the public sector. Hence, the Public Sector Science and Technology Policy and Plans Office (S&TPPO) has been set up to spearhead Whole-of Government (WOG) efforts in leveraging STE to develop cutting-edge solutions and strategies that address complex societal challenges and improve the quality of life for citizens.

This role is with the Science and Technology (S&T) Masterplanning team in S&TPPO. The team is responsible for: (i) monitoring STE trends to assess the opportunities and impact on public sector priorities; (ii) identifying and incubating WOG level STE programmes to meet identified public sector priorities; and (iii) developing frameworks to govern the set-up of WOG expertise hubs aimed at supporting public sector agencies’ efforts to incorporate STE as part of their operations, such as through the Centres of Excellence (CentEx).

The actual appointment would depend on the relevant experience that you hold.

What you will be working on

• Monitor global STE trends and developments and assess their impact on key public sector priorities via regular engagements with relevant Ministry/Agencies

• Partner relevant Ministries/Agencies to jointly develop strategies and plans to seize opportunities and address challenges posed by such STE trends

• Incubate cross-cutting STE programmes and initiatives aimed at facilitating WOG adoption and integration of STE

• Develop frameworks to govern the set-up of WOG expertise to anchor STE capabilities and support WOG STE efforts.

• Drive the development of S&TPPO’s internal strategic priorities and roadmaps (e.g. workplan, resourcing requirements, key performance metrics etc.) and ensure alignment with broader WOG strategic priorities and roadmaps (e.g. Planning Guidance, RIE/FEC etc.).

What we are looking for

• Background in STE-related disciplines preferred.

• At least 5 years’ professional experience in 1 or more of the following:

i. Held STE-related portfolios, particularly those of a cross-sectoral or functional nature;

ii. Formulated and implemented long-term plans, strategies, policy and roadmaps, especially those involving emerging technologies; and/or

iii. Developed and administered governance frameworks for resourcing or capability-development related programmes.

• Competencies/Others

i. Strong passion for STE issues

ii. Ability to assess complex issues and develop actionable solutions and workstreams with clearly defined deliverables and milestones

iii. Project management skills to ensure timely implementation of deliverables and milestones

iv. Excellent interpersonal and communication skills and adept at managing relationships with various stakeholders; and

v. Pro-active and a team-player.

About Science and Technology Policy And Plans Office

The Public Sector Science and Technology Policy and Plans Office (S&TPPO) is a department under the Prime Minister’s Office and serves as the functional leader for the Science, Technology and Engineering (STE) domain in public sector. We collaborate with other centre-of-government agencies to identify, resource and review key STE capabilities, and leverage STE as an enabler to transform operations to deliver more cost-effective and cost-efficient outcomes, thereby building a future-ready and more sustainable Singapore. S&TPPO also aims to develop and implement HR strategies and levers to strengthen capability development and career value proposition of STE professionals in the Singapore Public Service.
