Job summary

HTX (Home Team Science & Technology Agency) in Singapore is seeking a Head of Product for the Agentic Coding Platform to lead strategic product development across 500+ developers, coordinating vendor partnerships and enterprise-wide deployment.

You will guide product lifecycle, align with HTX's tech roadmap, and drive transformation of the platform into foundational development infrastructure while ensuring security, performance, and stakeholder buy-in across Home Team departments.

Qualifications

• 8+ years of product management experience with at least 4 years in senior leadership roles.
• Proven track record shipping B2B/internal developer products including DevOps platforms or developer tools.
• Hands-on experience building AI-powered products, particularly LLM-based applications.

The Head of Product for HTX's Agentic Coding Platform is a strategic product leader who oversees the development and deployment of HTX's most transformative developer productivity initiative. This role encompasses defining the product vision for how 500+ developers interact with our AI-powered development ecosystem, whilst managing the complete product lifecycle from vendor partnerships to enterprise-wide deployment. The individual must possess deep product management expertise with sufficient years of experience in enterprise software platforms and developer tools. The individual must coordinate efforts across multiple engineering teams, provide strategic guidance aligned with HTX's technology roadmap, and drive the transformation of the Agentic Coding Platform from an experimental tool into the foundational development infrastructure for HTX's entire engineering organisation. Finally, the individual must understand the operational requirements of large-scale developer platforms, lead complex negotiations with AI technology vendors and internal stakeholders, and articulate the strategic value of agentic development capabilities to both technical teams and senior leadership in terms that demonstrate clear impact on HTX's mission-critical homeland security objectives.

What You Will Be Working On

• Strategic Product Vision & Leadership Define and execute the product strategy for HTX's Agentic Coding Platform, positioning it as the cornerstone of HTX's AI-first organisational transformation and primary force multiplier for developer productivity across all Home Team operations.
• Executive Stakeholder Engagement & Governance Drive senior leadership alignment and secure organisational commitment through compelling business case presentations, ROI demonstrations, and consensus building across Home Team Departments on platform priorities and resource allocation.
• Strategic Partnership & Vendor Management Own end-to-end vendor relationships with leading AI technology providers such as Mistral AI, ReN3, managing complex commercial negotiations whilst ensuring all partnerships meet HTX's stringent security, operational, and performance requirements.
• Product Development & Roadmap Execution Lead comprehensive product lifecycle management including phased rollout planning, feature prioritisation, and high-stakes decision making that balances developer impact, technical constraints, security considerations, and delivery timelines.
• User-Centric Research & Validation Establish and execute large-scale user research programmes across diverse technical teams, conducting systematic qualitative and quantitative studies to validate product-market fit and inform evidence-based product decisions.
• Cross-Functional Team Leadership Direct cross-functional product squads including technical leads, platform engineers, and MLOps specialists, whilst orchestrating collaboration across security teams, platform groups, and Home Team Department stakeholders.

What We Are Looking For

• 8+ years of product management experience with at least 4 years in senior leadership roles (Senior PM, Principal PM, Group PM, or Head of Product)
• Proven track record shipping successful B2B/internal developer products including DevOps platforms, MLOps tools, IDEs, or developer productivity solutions
• Hands-on experience building AI-powered products, particularly LLM-based applications and agentic AI systems
• Demonstrated success in vendor partnership management, technology negotiations, and co-development agreements
• Experience launching developer products from 0-to-1 in complex enterprise or government environments
• Technical credibility with strong understanding of modern software development workflows (GitOps, CI/CD, containerisation, Kubernetes)
• Background in user research methodologies with ability to synthesize insights from diverse technical personas
• User-centric mindset with strong analytical skills for defining product metrics and establishing performance baselines
• Data-driven decision making approach using quantitative and qualitative insights to inform product strategy
• Resilience and adaptability with comfort navigating ambiguity and pivoting strategy based on evolving requirements
• Mission-driven leadership with passion for developer experience and commitment to HTX's national security technology mission
• Influence without authority with proven ability to build consensus and drive decisions in matrixed environments
