Job summary

Dtcpay, a MAS-licensed payment service provider, is seeking an experienced Compliance professional to lead regulatory monitoring, policy development, and licensing support across its global operations. This role emphasizes collaboration with multiple stakeholders to ensure compliance with MAS AML/CFT guidelines and PSA regulations.

Qualifications

  • Bachelor's Degree or above in Business, Law, Accounting & Finance, Economics or related fields.
  • At least 7 years of relevant working experience in compliance roles within financial institutions and/or fintech/payments.
  • Knowledge of MAS AML/CFT guidelines, PSA and MAS regulations affecting payment, fintech and digital asset industries in Singapore.
  • Excellent written and verbal communication skills in English; Mandarin preferred for stakeholder engagement.
  • Strong analytical, critical thinking, and high ethical standards; self-motivated and independent.

Responsibilities

  • Track regulatory updates from applicable regulators and analyse impact on business, products, and operations.
  • Provide guidance to internal stakeholders on regulatory requirements, onboarding, transactions, safeguarding, disclosures, marketing, and communications.
  • Review products, features, and customer journeys for regulatory impact and advise on controls, disclosures, and approvals.
  • Assist with regulatory licensing processes, licence applications, and submission of regulator information for accuracy and completeness.
  • Draft, review, and update compliance policies, SOPs, and control frameworks; align with regulatory expectations.
  • Support periodic checks, compliance testing, monitoring, and remediation planning.
  • Coordinate regulatory submissions and ad-hoc information requests with local entities and regulators.
  • Prepare documentation for regulatory inspections, audits, and independent reviews; track findings and remediation actions.
  • Develop group-wide training materials to raise awareness of regulatory requirements.
  • Identify potential compliance gaps, document incidents, and escalate issues when necessary.
  • Assist in ad-hoc projects and tasks.

What You Will Do:
  • Track group-wide regulatory updates from applicable regulators and analyse how changes impact the business, products, and operations
  • Provide guidance to internal stakeholders on regulatory requirements and internal policies, including onboarding, transactions, safeguarding, disclosures, marketing, and customer communications
  • Review new and existing products, features, and customer journeys to assess regulatory impact, identify compliance risks, and provide guidance on required controls, disclosures, and approvals prior to launch or enhancement
  • Supporting regulatory licensing and approval processes, including assisting with the preparation and submission of licence applications, completing regulatory application forms, coordinating inputs from relevant teams, and reviewing information provided to regulators to ensure accuracy, completeness, and consistency
  • Assist with drafting, reviewing, and updating compliance policies, SOPs, and control frameworks; ensure they remain aligned with regulatory expectations
  • Support periodic checks, compliance testing, and monitoring (e.g., sample reviews, reconciliations, exception tracking) and assist with remediation plans
  • Support group-wide & local licensed entities with ensuring preparation and/or coordinating regulatory submissions, periodic returns, and ad-hoc information requests from regulators are in accordance with local regulatory requirements.
  • Coordinate documentation and responses for regulatory inspections, audits, and independent reviews; track findings and remediation/closure actions
  • Assist in developing group-wide training materials and ensuring staff awareness of key regulatory requirements and compliance obligations
  • Identify potential group-wide compliance gaps, document incidents, and escalate issues when necessary
  • Assisting in ad-hoc projects and tasks
What We Are Looking For:
  • Bachelor's Degree or above in Business, Law, Accounting & Finance, Economics or related fields
  • At least 7 years of relevant working experience in compliance related roles in the Financial Institutions and/or Fintech/Payments Industry
  • Knowledge in MAS AML/CFT Guidelines and any other equivalent laws and guidelines. Understanding of Payment Service Act (PSA) and any applicable MAS regulations in Singapore affecting the payment, fintech, and Digital Asset industry preferred
  • Excellent communication and business partnering skills and can collaborate effectively with multiple stakeholders
  • Excellent written and verbal communication skills in English and Mandarin are preferred for stakeholder communication
  • Excellent analytical and critical thinking skills
  • High ethical and integrity standards, self-driven, fast learning and independence are required
