Job summary

Health Sciences Authority is seeking a Group Director, Corporate Services Group to provide strategic leadership across corporate functions including finance, procurement, IT, governance, and risk. You will oversee major infrastructure programmes and drive enterprise-wide transformation while partnering with the CEO, HSA Board and central agencies.

Qualifications

• 25 years of relevant working experience, preferably including 10-15 years in senior roles managing corporate, enterprise operations across multiple domains in the public or private sector.
• A background in a scientific discipline would be advantageous for understanding HSA’s scientific and regulatory work.
• Qualifications in public administration or a related field would be useful.
• Experience overseeing complex corporate portfolios, large budgets, major transformation or infrastructure programmes, technology and cybersecurity, risk management and multidisciplinary teams.
• Enterprise-wide perspective, strong public policy acumen and the ability to make sound strategic trade-offs across competing priorities and limited resources.
• Dynamic, people-centered leadership with the ability to inspire and develop teams, combined with strong strategic thinking, sound judgement, stakeholder management, and excellent interpersonal and communication skills.

Responsibilities

• Lead a multidisciplinary Corporate Services team and balance priorities across HSA within available financial, manpower and infrastructure resources.
• Advise and support the CEO, HSA Board and senior management, and interface with the Ministry of Health and other central agencies on corporate policy, governance and resourcing matters.
• Provide enterprise-wide leadership across finances, procurement, infrastructure, digital enablement, governance, risk, and service quality.
• Drive information-management strategy, digital platforms, automation and cybersecurity resilience across corporate functions.
• Oversee transformation initiatives including the Regulatory Transformation Review to consolidate health regulatory and enforcement functions.
• Develop workforce strategy and organisation design to strengthen capability and leadership.
