Qualifications

• Bachelor’s degree in Engineering, Supply Chain, International Trade, or Business Administration
• Minimum 7 years of progressive experience in Export Control and International Trade Compliance
• Proven experience managing multi-jurisdictional compliance programs
• Expert knowledge of US EAR/ITAR/OFAC, EU Dual-Use, Singapore STGA, China Export Controls, and Taiwan Trade Regulations
• Deep technical capability in SAP MM and SAP GTS; familiarity with PLM platforms (Agile, Teamcenter, Oracle)

Responsibilities

• Drive the global continuous development of export control frameworks, risk mitigation policies, and compliance standards
• Advise executive leadership on evolving global regulatory regimes
• Own global technical classification workflows for semiconductor machinery, components, spare parts, software, and technology transfers
• Maintain auditable master records for ECCN, HS Codes, COO, and STRG
• Evaluate licensing needs, screen end-user/end-use/sanctions, and manage export license submissions
• Serve as Global Business Process Owner for trade-related master data within SAP MM/GTS, PLM, and enterprise apps
• Lead digital transformation by embedding automation into trade compliance workflows
• Partner with IT to optimize SAP GTS and PLM systems
• Lead risk assessments, audit readiness, and training
• Build cross-functional partnerships across Sales, Product Management, R&D, Supply Chain, Logistics, Procurement, Finance, and Legal

Job Summary

The Global Export Control and Trade Governance Manager serves as the global subject matter expert for export controls, sanctions compliance, and trade data governance. In this strategic role, you will lead global compliance frameworks across key international jurisdictions, oversee product classifications (ECCN, HS Codes, COO), license management, and SAP/GTS master data, while driving digital transformation initiatives. Working closely with executive leadership and cross-functional teams, you will ensure regulatory compliance, manage risk, and support global business growth.

CORE RESPONSIBILITIES

A. Strategic Leadership & Export Governance

• Drive the global continuous development of Besi’s export control frameworks, risk mitigation policies, and compliance standards.


• Act as the lead advisor to executive leadership on evolving global regulatory regimes, including US (EAR, ITAR, OFAC), EU Dual-Use, Singapore Strategic Goods Control, China Export Control, Taiwan, Japan, and Korea.

B. Product Classification & Licensing Management

• Own global technical classification workflows for semiconductor machinery, components, spare parts, software, and technology transfers.


• Maintain accurate, auditable master records for ECCN, HS Codes, Country of Origin (COO), BSMI requirements, and Strategic Goods controls.


• Evaluate licensing needs, conduct end-user/end-use/sanctioned party screening, and manage export license submissions with regulatory authorities.

C. SAP Master Data Ownership & Process Governance

• Serve as the Global Business Process Owner for trade-related master data within SAP (MM/GTS), PLM (Agile/Teamcenter), and enterprise applications.


• Set global standards for export-critical data, lead root-cause analysis for export blocks or classification errors, and track data quality KPIs worldwide.

D. Digital Automation & Continuous Improvement

• Lead digital transformation initiatives by embedding automation and AI-driven screening solutions into trade compliance workflows.


• Partner with IT to optimize business processes within SAP GTS and associated PLM systems to enhance global operational transparency.

E. Risk Management, Audits & Training

• Lead global trade compliance risk assessments, audit readiness, and compliance training for cross-functional teams.

F. Global Stakeholder Engagement

• Build strong cross-functional partnerships across Sales, Product Management, R&D/Engineering, Supply Chain, Logistics, Procurement, Finance, and Legal.


• Influence organizational decision-making without direct line authority, championing an ethical compliance culture across all global entities.

3. REQUIREMENTS & QUALIFICATIONS

Education: Bachelor’s Degree in Engineering, Supply Chain, International Trade, or Business Administration (An Engineering degree is strongly preferred due to the technical complexity of semiconductor equipment).

Experience: Minimum 7 years of progressive experience in Export Control and International Trade Compliance within relevant industries (Semiconductor Equipment, High-Tech, Electronics, Automation, Aerospace, or Precision Machinery).

Track Record: Proven experience managing multi-jurisdictional compliance programs, direct interactions with customs/government regulators, and leading enterprise-wide projects without direct reporting lines.

Expert knowledge of global trade regulations: US EAR/ITAR/OFAC, EU Dual-Use, Singapore STGA, China Export Controls, and Taiwan Trade Regulations.

Deep technical capability in SAP MM and SAP GTS is required; solid familiarity with PLM platforms (Agile, Teamcenter, Oracle) and advanced Master Data Management principles.
