Qualifications

• Degree or Diploma in Marine Engineering, Civil Engineering, Construction Management, Maritime Studies, or related discipline.
• Minimum 10 years of relevant experience in marine construction, dredging, reclamation, vessel operations, or sand supply.
• Proven leadership experience in large-scale marine or infrastructure projects.
• Strong knowledge of marine logistics, vessel coordination, reclamation processes, and project operations.
• Familiar with MPA, MOM, WSH, and marine regulatory requirements.
• Experience managing multi-disciplinary teams and regional operations.

Responsibilities

• Lead overall business operations for marine construction, dredging, sand supply, and vessel activities.
• Oversee project execution, planning, manpower deployment, and resource allocation.
• Manage vessel operations including maintenance scheduling, mobilization, certification, and regulatory compliance.
• Coordinate with clients, subcontractors, suppliers, port authorities, and government agencies.
• Monitor project progress, costs, and profitability.
• Ensure compliance with maritime regulations and workplace safety standards.
• Develop SOPs, reporting systems, and workflow improvements.
• Support tender submissions, budgeting, contract administration, and forecasting.
• Lead and mentor project managers, marine crews, operations personnel, and support teams.
• Manage regional operations and site coordination in Singapore and overseas.

About the Role

We are seeking an experienced and commercially driven General Manager to lead and oversee our marine construction, sand supply, dredging, and vessel operations across Singapore and regional projects. The role requires strong operational leadership, project management capabilities, and hands‑on experience in marine logistics, reclamation support, and vessel coordination.

The successful candidate will be responsible for ensuring safe, efficient, and profitable project execution while managing multi‑country operational teams and maintaining compliance with maritime, safety, and regulatory requirements.

Key Responsibilities

• Lead overall business operations for marine construction, dredging, sand supply, and vessel activities
• Oversee project execution, operational planning, manpower deployment, and resource allocation
• Manage vessel operations including maintenance scheduling, mobilization, certification, and regulatory compliance
• Coordinate with clients, subcontractors, suppliers, port authorities, and government agencies
• Monitor project progress, productivity, operational costs, and profitability
• Ensure compliance with Singapore and regional maritime, MOM, MPA, and workplace safety regulations
• Develop operational SOPs, reporting systems, and workflow improvements
• Support tender submissions, budgeting, contract administration, and project forecasting
• Lead and mentor project managers, marine crews, operations personnel, and support teams
• Manage regional operations and site coordination in Singapore and overseas projects including Malaysia and Southeast Asia

Requirements

• Degree or Diploma in Marine Engineering, Civil Engineering, Construction Management, Maritime Studies, or related discipline.
• Minimum 10 years of relevant experience in marine construction, dredging, reclamation, vessel operations, or sand supply industry
• Proven leadership experience in managing large-scale marine or infrastructure projects
• Strong knowledge of marine logistics, vessel coordination, reclamation processes, and project operations
• Familiar with MPA, MOM, WSH, and marine regulatory requirements
• Experience managing multi-disciplinary teams and regional operations
• Strong negotiation, communication, and stakeholder management skills
• Able to work in a fast-paced operational environment and travel overseas when required

Preferred Qualifications

• Experience in dredging and reclamation projects within Singapore and Southeast Asia
• Familiarity with marine equipment, tugboats, barges, dredgers, and reclamation support vessels
• Knowledge of ISO, WSHMS, and marine safety management systems
• Existing industry network within marine construction or maritime sectors is advantageous
