Job summary

Offshore Frontier Solutions is seeking a Senior FPSO Engineering Manager to lead the integration of Topsides and Marine facilities for an FPSO project in Singapore. You will oversee engineering design, interface management, and regulatory compliance while guiding multi-disciplinary teams and liaising with clients and class societies.

You will drive digitalization initiatives, manage budget and resources, and ensure safe, efficient project execution from FEED through EPCI phases.

Qualifications

• Bachelor's degree in Engineering with minimum 25 years of experience or Master's degree with minimum 23 years of experience.
• Experience as FPSO Engineering Manager for at least one FPSO.
• Adequate knowledge of all interfaces between Topside and Marine Engineering and FPSO facilities.
• Knowledge of design codes and regulatory requirements.
• Familiar with software and database systems related to engineering functions.
• Knowledge of competing and alternative technologies.
• Able to interpret total project life cycle cost and benefits during FEED and EPCI phases.
• Ability to organize meetings and liaise with class and client teams to resolve issues.
• Ability to conduct performance assessments of Topsides and Marine Engineering Managers.

Responsibilities

• Independently manage the engineering and design of both Topsides and Marine facilities of FPSO project.
• Provide leadership to the topsides and marine engineering team and be the single focal point for FPSO engineering.
• Supervise implementation of engineering change management per design freeze and approvals.
• Ensure design complies with Class Society rules, codes, standards and regulatory requirements.
• Lead internal engineering meetings, client meetings, and document progress with stakeholders.
• Motivate and forecast engineering resources for the project.
• Approve engineering budgets and manning plans, and manage third-party study costs.
• Oversee AVEVA digitalization efforts and IM/LCI compliance on the project.
• Forecast and mobilize engineering resources for the project team.
• Lead in solving complex problems interfacing with Clients.
• Ensure health, safety and quality integration in design and operations.
• Plan and close out all Engineering Reviews for Topsides and Marine.
• Make timely engineering decisions when multiple viable options exist.
• Maintain deep FPSO engineering knowledge across disciplines.
• Provide leadership in resolving disputes among stakeholders.
• Lead risk assessment and ensure close out of actions.
• Capture and reuse lessons learned from the project and others.
• Contribute to continuous improvement initiatives.

Job description

Role Purpose

Applies Project knowledge, Engineering knowledge and seasoned experience to independently manage the engineering and design of both Topsides and Marine facilities of FPSO project, resolve interface issues across different engineering disciplines, functions and support the fabrication, installation, commissioning and start up of facilities and equipment/ utilities interface associated with the topsides modules, Hull and Marine facilities. Act as the overall engineering leader for the FPSO project team based in MOPS project office working within the contractual requirements of the project to deliver complete Marine and Topsides engineering within schedule, budget and to the right quality.

Key Accountabilities

Engineering Management

Independently manage the engineering and design of both Topsides and Marine facilities of FPSO project.

Leadership

Provide leadership to the topsides and marine engineering team and be the single focal point both internally and externally for all issues related to FPSO engineering. Ensures consistency of engineering design across all disciplines working on the project for both Topsides and Hull.

Management of Changes

Supervise implementation of engineering change management post design freeze are complied with communicated, tracked and approved by the relevant stakeholders.

Compliance

Supervise to ensure delivery of engineering design that complies with all Class Society rules, applicable codes and standards, Regulatory requirements, and the team works in accordance with the Company code of conduct.

Communication

Conduct internal engineering team meetings, Lead Engineering meetings with Client and other external agencies, prepare minutes of meetings, progress report, participate in meetings with client and effectively communicate both internally and externally.

People Management

Motivate team to perform, provide performance feedback, forecast and mange engineering resources on the project.

Engineering Budget

Approve Topsides and Marine Engineering manning plan, engineering software budget, Third party study cost and engineering related variation orders from subcontractors.

Digitalization

Supervise the digitalization Team as the overall leader for Digitalization in respect of AVEVA implementation, IM implementation on the project. Provide leadership on compliance with IM/LCI requirement by conducting regular meetings with the engineering team and the IM/LCI team

Engineering Resources

Lead in forecasting and mobilizing engineering and design resources for the overall Engineering Team in the project.

Problem Solving

Lead in developing solutions to complex problems by analysing, interpreting and evaluating various precedents and data. Shall be capable of interfacing with Clients on problem solving.

Health, Safety and Quality

Ensure identification and integration of Safety and Quality requirements in the Design to ensure safe operability and maintainability. Be the overall leader for implementation of Process Safety on the assigned project including closeout of all safety Studies. Be the engineering representative for any quality issues or NCRs raised during System audits on engineering team

Engineering Reviews

Ensure all applicable Engineering Reviews of the project for both Topsides and Marine are planned, conducted and closed out in a timely manner.

Decision Making

Incumbent shall be capable of leading timely engineering decision in case multiple valid solutions to challenges are generated, based on sound engineering practice and project objectives.

FPSO Engineering knowledge

To be adequately familiar with the key activities and needs of all the engineering disciplines in Topsides and Marine Engineering and how these activities interact and are sequenced, and their implications.

Dispute Resolution

To be able to provide leadership in resolving disputes among numerous stakeholders who may have different focus and priorities, both internal and external.

Risk Assessment

Lead Engineering Risk Assessment in the project and ensure close out of the actions related to engineering risks.

Lessons Learnt

Lead in identification and implementation of Lessons Learnt from previous projects for both Topsides and Marine Engineering and also ensure the Lessons Learned from the assigned project are captured and reported as per the procedure.

Continuous Improvement

Shall take active role in contributing to various company initiatives for continuous improvement and development
