Job description

Salary Range: Basic Up to S$10,000 per month + AWS + VB

Responsibilities:

  • Contributes to shaping both short and long-term strategic objectives for the Ship Management Centre (SMC) to align with the company's overarching goals.
  • Examines crew-related contractual agreements, pinpointing current and future crew requirements to formulate an annual manning plan for optimal vessel operation. Communicates staffing needs to Crew Service Centre (CSC) for timely provision of qualified seafarers.
  • Supervises the recruitment processes for all vessels, ensuring compliance with the company's standards, local employment laws, and flag ownership regulations. Aims to meet contractual obligations and provide vessels with suitably qualified personnel within legal parameters.
  • Manages relief/rotation planning and lay-off procedures, focusing on alternatives to maintain continuous and effective vessel operation.
  • Identifies training needs, ensuring personnel receive appropriate training for compliance with LPSQ Policies and Procedures, ethical codes, and global legislation. Aims to foster cohesion, situational awareness, loyalty, performance, and a unified safety culture among seafarers.
  • Tracks the successful completion of training courses to enhance crew efficiency for the safe and effective operation of vessels.
  • Stays current with LPSQ Policies and Procedures, facilitating effective implementation through training and coaching to elevate the safety and protection of vessels and personnel.
  • Addresses trends and causes of accidents, incidents, and detentions on SMC vessels, proposing actions and training courses to reduce human factors' contribution to accidents.
  • Reviews and analyses issues reported by Fleet Personnel Officers, LPSQ, and Marine Superintendents, leading the development and implementation of solutions to protect the company's image and seafarers' well-being.
  • Cultivates beneficial relationships with clients, communicating efficiently about crew-related vessel operations, and taking corrective actions to enhance customer satisfaction.
  • Collaborates with CSC to stay informed about seafarers' local employment laws, informing relevant stakeholders of changes, and initiating adjustments to employment contracts and regulations to support legitimate SMC/CSC operations.
  • Monitors departmental operations, identifies areas for improvement, and proposes modifications to enhance efficiency, cost-effectiveness, and compliance with local rules and legislation.
  • Ensures the development and submission of analytical reports on recruitment activities, identifying discrepancies from set targets, and initiating improvements to enhance client services.
  • Facilitates external and internal audits and vessel vetting, providing necessary information to auditors and implementing corrective actions related to human factors to protect company interests.
  • Coordinates with CSC/GSC to ensure timely and accurate execution of outsourced manning activities.
  • Develops, submits, and implements the department's budget, oversees its execution, identifies cost-saving opportunities, and proposes corrective actions for compliance with set targets.
  • Coordinates, coaches, and motivates the team through training, performance management, and salary progression to ensure effective performance and contribution to the department's short and long-term objectives.

Education and Qualification:

  • Bachelor's degree or Certificate in Maritime or relevant field

Work Experience:

  • At least 3 years of hands-on work experience as Master, Chief Engineer or Chief Officer and/or 6 years in a Marine related office environment in a crew personnel supervising role

Job Specific Skills:

  • Good knowledge of the vessels crew requirements and seafarers specifications
  • Knowledge of the local market dynamics both for demand-supply situation, and also for demographics of maritime labor-supplying countries
  • Exposure in the development of collective agreements and employment contracts
  • Extensive experience in recruitment, training and development methodologies
  • Strong knowledge of the seafarers rights and maritime labor law, including the MLC
  • Knowledge of the maritime legal framework e.g. employers obligations, recruitment prerequisites, insurance, etc.
