Job description

What the role is:

We are seeking a highly motivated and detail-oriented Project Billing Officer to join our team. The successful candidate will be responsible for managing the billing process for various projects, ensuring accuracy and compliance with PUB’s policies.

What you will be working on:

Key Responsibilities:
  1. Ensure timely and accurate billing, receipts, and refunds for project-related services and expenses.
  2. Collaborate with project managers and other stakeholders to resolve billing and refund discrepancies.
  3. Maintain detailed records of all billing transactions and documentation.
  4. Track and report on the project expenditure for grant-funded projects, and submit grant requests to funding agencies for grant top-ups.
  5. Review and compute the amount of borrowing costs to be capitalized into the capital projects in accordance with accounting standards.
  6. Assist in the month-end and year-end closing, including the preparation of financial reports and analysis of project expenditure.
  7. Review, improve, and automate work processes for productivity and efficiency using digital tools such as RPA, Python, and AI.
  8. Provide support during audits and financial reviews.

What we are looking for:

  • Degree in Accountancy or related discipline.
  • At least 2-3 years of relevant working experience preferred. Fresh graduates will also be considered.
  • A dynamic individual with the ability to multi-task in a fast-paced environment.
  • Sound knowledge of Microsoft Excel.
  • Experience in deploying new technology, RPA solutions, analytics tools, and dashboards to support key job functions is an advantage.
  • Good interpersonal, communication, and analytical skills.

Work Location: ENV Building

Successful candidates will be offered a 2-year contract initially. All applicants will be notified within 4 weeks of the closing date whether they are shortlisted or not.
