Job description

Position Overview

To work with the cluster CIOO team to support governance and IT financial matters, support cluster finance for IT financial matters, and collaborate with Synapxe teams and CIOO to develop the annual IT work plan budget.

Role & Responsibilities

1. Support the Annual IT Work Plan Budget exercise for cluster IT budgets, involving collaboration with multiple teams in Synapxe and the cluster team.
2. Coordinate with various teams within Synapxe to manage end-to-end needs of the annual IT work plan budget, including Synapxe Finance, MPO, CEO office, etc., and handle charge-out computations.
3. Work with the Synapxe Finance team on financial matters related to Synapxe's billing to cluster institutions.
4. Provide financial analysis of IT spending, including budget, utilization, and variance analysis.
5. Assist cluster finance with cash-flow expenditure forecasts and utilization analysis.
6. Manage capital budget substitutions.
7. Prepare quarterly Capex and CITA charge-out reports for cluster systems at the SingHealth level, ensuring proper expense classification.
8. Prepare and submit MOH-funded projects' progress reports and cash flow projections.
9. Offer financial projections and analysis support for the cluster, including 5-year budget envelope projections and infrastructure cost projections, to GCGO/CFO and GCIO.
10. Perform any other ad-hoc duties as assigned by the GCIO.

Requirements

• Bachelor's Degree in Finance with at least 8 years of relevant experience.
