Job purpose
To oversee and manage the financial operations of newly established Singapore-based entities under a China-headquartered group, ensuring full compliance with Singapore’s financial regulations while aligning with group-level standards. This role supports the setup and growth of the Singapore office by establishing robust financial systems, processes, and controls, while serving as a key liaison to China HQ for cross-border financial management. The incumbent will ensure accurate reporting, cost efficiency, and strategic support to local and group leadership.

Job Responsibilities | 职位职责
- Lead the initial setup of the Singapore finance function, including accounting systems, reporting processes, internal controls, and compliance workflows.主导新加坡财务体系的搭建,包括会计系统、报告流程、内控制度及合规操作规范。
- Oversee full-spectrum financial operations, including budgeting, cost control, financial analysis, fund planning, and statutory reporting. 全面负责预算编制、成本控制、财务分析、资金规划及法定报告等工作。
- Ensure compliance with Singapore Financial Reporting Standards (SFRS), IRAS regulations, ACRA requirements, and related statutory frameworks, with particular attention to financial compliance risk areas.确保账务记录准确,严格遵循新加坡财务报告准则、税务局(IRAS)、会计与企业管制局(ACRA)等法规,重点关注各类财务合规风险点。
- Understand and apply industry-specific accounting standards, including any sectoral accounting treatments or regulatory nuances beyond general corporate accounting.熟悉并准确应用行业特有的会计准则,掌握行业相关的核算规则与合规要求,而不仅限于通用的企业会计处理。
- Manage corporate income tax, GST, and Singapore’s international tax obligations, ensuring timely filing and optimal tax structuring.管理公司所得税、消费税及新加坡国际税务申报,确保合规且税务结构最优。
- Be familiar with transfer pricing principles and manage documentation and compliance processes (with external advisors if needed), especially given Singapore’s role as the regional distribution HQ handling cross-border intercompany transactions.熟悉转让定价原则,配合外部顾问完成相关文档与合规流程,尤其考虑到新加坡作为集团的区域分销总部,负责多个国家间的关联交易管理。
- Provide financial input on import/export operations, including customs valuation, intercompany pricing, FX controls, and trade financing implications.从财务角度参与进出口业务,关注报关估值、内部定价、外汇管理及贸易融资等事项。
- Coordinate annual audits and liaise with auditors, tax advisors, and external stakeholders.协调年度审计工作,与审计师、税务顾问及其他外部合作方保持良好沟通。
- Support cash flow forecasting, working capital management, and fund repatriation planning to China HQ.支持现金流预测、营运资金管理及回中国总部的资金安排与规划。
- Collaborate with department heads to analyze budget variances, provide financial insights, and support business planning.与各部门协作,分析预算偏差,提供财务建议,支持业务规划。
- Implement and continuously improve ERP/accounting systems and drive automation of reports and workflows.推动ERP或会计系统的上线与优化,提升报告及流程的自动化水平。
- Assist in financial tasks related to international trade such as foreign exchange management, trade financing, and international settlements.协助处理国际贸易相关财务操作,包括外汇管理、贸易融资及国际结算等。
- Maintain fixed assets and inventory accounting (if applicable), ensuring accurate valuation and tracking.管理固定资产及库存账务(如适用),确保估值与记录准确。
- Support corporate secretarial compliance and assist with ACRA filings, AGMs, and board resolutions where required.协助企业秘书工作,如年度申报、股东大会安排及董事会决议等事项。

Job Requirements 职位要求
- Bachelor’s degree or above in Accounting, Finance, or related field. CPA, ACCA, or equivalent certification preferred.本科及以上学历,财务、会计或相关专业,持有CPA、ACCA等资格者优先。
- Minimum 5 years of financial management experience, preferably with multi-entity or cross-border exposure.至少5年财务管理经验,有多实体或跨国企业工作背景者优先。
- In-depth understanding of Singapore’s financial regulations, including company law, tax law, accounting standards (SFRS), and financial compliance landscape.熟悉新加坡相关财务法规,包括公司法、税法、会计准则及合规监管框架。
- Experience with China-listed or PRC-headquartered companies and coordinating cross-border reporting.有中国上市公司或中国总部企业工作经验,并参与跨境财务报告者优先。
- Strong knowledge of Singapore corporate tax, GST, and exposure to transfer pricing policies, especially in the context of Singapore as a regional HQ.熟悉新加坡公司税务制度、消费税,以及转让定价规则,能应对新加坡作为区域总部所涉及的关联交易合规需求。
- Familiarity with industry-specific accounting treatments and regulatory requirements is a strong advantage.熟悉行业特殊性的会计核算与合规要求者优先。
- Hands-on experience in ERP/accounting systems implementation and process improvement.有ERP/财务系统实施及流程优化的实操经验。
- Strong financial analysis, communication, and cross-functional coordination skills.具备良好的财务分析、沟通协调及跨部门协作能力。
- Proficient in Microsoft Excel, Word, and PowerPoint; experience in dashboard reporting is a plus.熟练使用Microsoft Excel、Word、PowerPoint,具备仪表板报表制作经验者优先。
- Fluent in both spoken & written English and Mandarin, for effective communication with Mandarin-speaking associates and handling of Chinese documentation.中英文读写流利,能与讲中文的同事有效沟通,并处理中文文件。
