We are looking for incumbent to support the Executive Director and oversee the day-to-day operations in finance, cashflow management, regulatory compliance, corporate governance and IT related matters. This position plays a pivotal role to support the Executive Management to drive the organization to execute operational plans with sufficient financial resources and prudent financial risk management to operate the organization on a long-term sustainable basis towards achievement of the overall strategic plans, mission and vision as directed by the Board.
Job Responsibilities
1.1 Statutory and Compliance Reporting
- Prepare and present fairly in all material aspects the financial statements of the organization on timely basis in accordance with the provisions of the Acts (Society, Charities) and Charities Accounting Standards in Singapore.
- Ensure sufficient accounting records, schedules, are complete, properly made, kept up-to-date and reconciled to other records and registers with clear audit trail for subsequent inspection and audit.
- Plan, coordinate and liaise with relevant internal and external parties to compile and file reports including but not limited to annual returns, tax deductible donation returns, governance checklist, renewal of IPC status as well as update changes in regulatory portals within the stipulated deadlines set by various authorities (Commissioner of Charities/Registrar of Societies/IRAS).
- Keep abreast of changes to accounting standards, regulations, relevant laws and Acts. Conduct detail review of its implications and implement appropriate changes to adhere, uphold the statutory and compliance standards.
1.2 Management reporting and Budgetary Control
- Responsible for full spectrum of bookkeeping, preparation and presentation of quality and timely management reports.
- Lead, coordinate and compile the annual budget for presentation to the Executive Management and Finance Subcommittee.
- Perform regular cost analysis, analytical review of financial balances and actual results against approved budgets, historical performance to identify trends, abnormalities, inter-relationship between variances and highlight for management’s attention.
- Assist the Executive Director to manage budget with appropriate flexibility and within financial delegated limits in response to changes in business operation needs and priorities, including making recommendations for improvements, mitigation of risks and implementation of control measures.
- Interpret and translate financial reports into useful and relevant information for report users with non-financial background
1.3 Financial and Cashflow Management
- Apply forecasting techniques to prepare reliable rolling financial and cashflow forecast to identify funding requirements, implement control & mitigation measures to minimize liquidity and financial risk.
- Keep close monitoring of bank balances, plan and executive timely cash deployment plans to ensure funding needs are met on time for smooth operations and any cash above foreseeable required working capital are invested to enhance income.
1.4 Internal Controls and financial risk management
- Establish and upkeep a set of comprehensive, well-documented Finance manual to guide all employees, volunteers in the discharge of their roles in the management of financial resources.
- Ensure robust internal control systems, accounting processes and work processes remain relevant, efficient and effective through timely corrective actions, implementation of new or revised internal controls and processes as identified by internal and external audits.
- Work with the Executive Management to establish adequate measures to maintain accountability of and safeguard the assets owned or under custody of the organization against losses and mitigate risk through adequate insurance coverage.
- Review contractual terms to minimize contractual risk or excessive financial commitment and obligations and highlight areas for concerns.
1.5 Data Protection, Regulatory Compliance and Board Secretariat
- Acts as the organisation’s Data Protection Officer and be responsible for the full spectrum of duties.
- Ensure compliance with the Charities Act and Regulations, Societies Act and other relevant legislation
- Support the Board Secretary in secretarial matters, including:
- Preparation, update and submission of annual submissions to the Registry of Societies (ROS) and Charity Portal
- Preparation and coordination of Management Committee (MC) meetings, AGMs and EGMs
- Maintain and update register of members, records of MC members including appointments and cessations, and submission of updates to ROS and Charity Portals
- Coordination of amendments to the Constitution when required
- Preparation and submission of IPC renewal
1.6 Others
- Manage and coach finance staff to build up technical competencies
- Any other ad-hoc duties assigned by the Executive Director and Finance Subcommittee.
2 Position Requirements
2.1 Education & work experience
- Chartered Accountant or its equivalent professional qualifications
- Minimum 5 years related work experience with recent 2 years in supervisory capacity
2.2 Technical Core Competencies
- Strong accounting knowledge
- Experienced in handing full spectrum of accounts and financial reporting
- Good working experience with accounting and ERP systems
- Excellent interpersonal and communication skills
2.3 Preferred skill sets/attributes
- Familiar with Singapore Charity Account Standards and prior work experience in the social service sector or non-profit sector is an added advantage
- Proficient in office software is preferred
- Analytical, meticulous and inquiring mindset
- Self-driven, good team player and able to multi-task well under pressure
- Strong belief in upholding good governance and ethics
