Job description

Library & Archives Solutions Pte Ltd (LAAS) incorporated in 2000, is a wholly-owned company of the National Library Board (NLB) of Singapore. It is created to be the sole distributor of the products and services of NLB. The Company plans to reach out to the library industry to exert leadership in library innovations, as well as provide assistance to libraries that wish to expand their services and grow their capabilities. It also aims to provide productivity tools to reduce the cost of operations for clients and to enable libraries to embrace digital technology to better serve users.

We are seeking an experienced and detail-oriented Finance Manager to oversee our financial and administrative operations. The successful candidate will play a key role in ensuring the accuracy of financial reporting, maintaining regulatory compliance, and supporting the organisation’s overall efficiency and growth.

Key Responsibilities:

  • Manage monthly, quarterly, and annual financial closing processes, including financial analysis and coordination with auditors, tax agents, and bankers.
  • Prepare and deliver accurate and timely financial reports for management, investors, and regulatory bodies.
  • Collaborate with senior leadership to develop and implement financial strategies that support business growth and profitability.
  • Incharge to the Corporate financial audit including preparation of the audited Financial Statement
  • Provide comprehensive administrative support to the management team.
  • Liaise with external accounting firms on all finance-related matters.
  • Assist in ensuring Corporate secretarial matters are in order
  • Prepare financial documents including quotations, purchase orders (POs), delivery orders (DOs), and invoices; monitor accounts receivable.
  • Process payments and manage accounts payable to ensure timely and accurate disbursements.
  • Assist in setting up and maintaining accounting systems, including INVOICENOW.
  • Manage banking relationships and oversee the Fixed Assets Register.
  • Identify and implement process improvements to enhance the efficiency and accuracy of financial operations.
  • Support other finance and administrative duties as needed.

Job Requirements:

  • Minimum Diploma in Finance, Accounting, Business Administration, or related field. CPA, CFA, or equivalent professional certification is preferred.
  • At least 6 years of hands-on experience in full-spectrum financial and accounting functions.
  • Previous experience with a Big 4 audit firm is highly preferred.
  • Experience in implementing accounting systems is an advantage.
  • Familiarity with project accounting is desirable.
  • Knowledge & experience in Corporate Taxation and Secretarial matters
  • Prior experience in government agencies will be highly valued.
  • Strong proficiency in Microsoft Excel and Word.
  • In-depth knowledge of financial principles, practices, and statutory requirements.
  • Proven ability to update and implement business policies and accounting practices to improve SOPs.
  • Experience in providing secretarial support for Board-level discussions is a plus.
  • A meticulous, responsible, and self-motivated individual with the ability to manage multiple priorities under pressure.
