A charity organization is seeking a Finance and Admin Manager to oversee its financial health and administrative operations. Key Responsibilities:
Financial Stewardship and Reporting
• Lead the preparation of monthly, quarterly, and annual financial statements in accordance with Singapore Financial Reporting Standards (SFRS) and Charities Accounting Standards.
• Manage full sets of accounts, grant accounting, and restricted funds with accuracy and integrity.
• Monitor budget utilization, cost control, and financial forecasting.
• Present financial reports to the executive director, and when necessary to the Board and stakeholders with clarity and strategic insight.
Audit, Governance and Compliance
• Ensure compliance with the Charities Act, ACRA, IPC regulations, and the Charity Council’s Code of Governance.
• Serve as primary liaison with external auditors, ensuring timely completion of annual audits.
• Ensure full compliance with IRAS, ACRA, NCSS, MSF, and Commissioner of Charities regulatory requirements.
• Implement strong internal controls, risk management protocols, and SOPs
Administrative Oversight
• Lead general office administration, vendor management, insurance renewals, and contract compliance.
• Support Board secretariat duties including AGM preparation, documentation and filings.
Requirements:
• Chartered Accountant / CPA (Singapore or equivalent) required.
• Minimum 5 to 8 years of relevant experience in finance, accounting, and administration, preferably in the charity, non-profit or public sector.
• Prior audit experience in a public accounting firm or internal audit functions highly desirable.
• Experience in payroll, financial reporting, and regulatory compliance essential.
• Proficient in accounting and HRM software (e.g., Xero and Payboy) and Microsoft Excel.
• Strong command of financial regulations under the Charities Act, IRAS and IPC guidelines.
