Job description:
Position Overview

This position serves as the institution-level Business Finance Analyst, responsible for overall financial data monitoring and reporting related to IT expenses across all IT projects, operations, and manpower costs.

The role involves close collaboration with the IT team (Synapxe PM/FA, IBA), Synapxe finance, institution finance, and material management departments. The analyst provides analysis reports to stakeholders such as MOH, cluster finance, institution finance, and the Synapxe project management and review office.

Key responsibilities include thorough tracking and processing of invoices from validation to payment, as well as claims management with funders.

Roles & Responsibilities
Business finance management and reporting
  • Process invoices for payment, providing tracking summaries (including source of budget, past utilization, total billed to date, and remaining budget) and necessary supporting documents (PO, approval papers, project charter, TPK computation) for validation.
  • Raise e-sundry claims to recover costs from the appropriate budget sources for prior payments made.
Budget and utilization monitoring and reporting
  • Provide up-to-date budget utilization and balance details to stakeholders (PMO, institution finance) in real-time to facilitate approval processes and accounting.
  • Perform annual year-end accruals and closing activities.
  • Submit and update monthly utilization and projection reports to the cluster, including supporting details and justifications for significant variances.
  • Analyze, categorize, and submit an annual report on overall IT expenditure to MOH.
Funding and utilization monitoring and reporting
  • Prepare and submit MOH claims, verifying billed items align with approved budgets and scope to ensure timely and full reimbursement.
  • Project and monitor cash flow status for MOH-funded projects, overseeing past and future charges.
  • Collaborate with institution Business Analysts and project managers to submit MOH-funded project progress reports.
Budgeting and Billing
  • Assist the CIO with annual budgeting exercises within your scope.
  • Prepare work plan documents for approval between Synapxe and institutional management.
  • Coordinate with Synapxe finance for OPEX charge billing processes.
  • Monitor, trigger, and track institutional service charges.
Other Responsibilities
  • Support the CIO and cluster Business Finance Lead with data provision and reporting as needed.
  • Act as the key liaison between the CIO, institution finance, and the GITO team regarding charges, finance processes, and queries.
Requirements
  • Bachelor's Degree in Business, Finance, or equivalent.
  • Meticulous with work quality and delivery.
  • Excellent written and communication skills for clear reporting.
  • Strong interpersonal skills and experience in stakeholder engagement.
  • Strong organizational skills for tracking financial data efficiently.
  • Ability to prioritize work to meet tight deadlines.
  • Experience in financial management.
