About The Role

The Soft Services Facilities Manager is responsible for the leadership, management, and delivery of customer‑facing facilities services across Singapore sites. This role is accountable for overseeing workplace experience, soft services operations, vendor management, client engagement, compliance, and operational excellence to ensure an exceptional workplace environment. The incumbent will develop and implement operational policies, procedures, service delivery standards, and continuous improvement initiatives while ensuring compliance with contractual obligations, safety requirements, and applicable regulations. The role is responsible for leading facilities teams, managing service partners, driving client satisfaction, and delivering operational performance across a multi‑site campus environment.

What You’ll Do

Facilities Operations & Service Delivery

  • Lead the day‑to‑day delivery of soft services across assigned sites, ensuring services are delivered safely, efficiently, and in accordance with client expectations.
  • Develop, review, and implement operational procedures, standard operating procedures (SOPs), reporting protocols, and communication frameworks.
  • Monitor facilities management performance and ensure contractual obligations, service standards, KPIs, and SLAs are achieved.
  • Conduct regular facility inspections and quality assurance audits to ensure compliance with regulatory and operational requirements.
  • Identify operational improvement opportunities, recommend service enhancements, and drive workplace experience initiatives.
  • Troubleshoot and resolve operational challenges, service disruptions, and facility‑related issues.
  • Respond to emergencies, critical incidents, and business continuity events, including onsite attendance when required.

Client & Stakeholder Management

  • Build and maintain strong relationships with client stakeholders
  • Serve as the primary escalation point for facility‑related operational matters and service issues.
  • Conduct regular client engagement sessions, including weekly operational meetings, monthly management reviews, and performance discussions.
  • Maintain ongoing communication with client representatives regarding operational performance, risks, issues, and mitigation plans.
  • Develop a thorough understanding of client business objectives and proactively align facilities services to support those goals.
  • Demonstrate strong customer service focus and ensure client expectations are consistently met or exceeded.
  • Drive client satisfaction through effective service recovery, proactive communication, and continuous service improvements.

Team Leadership & People Management

  • Provide formal leadership, supervision, and direction to facilities team members.
  • Manage workforce planning, recruitment, onboarding, and retention activities.
  • Monitor employee performance, conduct performance evaluations, and provide ongoing coaching and mentoring.
  • Establish team objectives, work schedules, and performance expectations.
  • Assign responsibilities, monitor workload distribution, and ensure effective resource utilization.
  • Support employee development through training, cross‑training, succession planning, and career growth opportunities.
  • Foster a collaborative, accountable, and customer‑focused team culture.
  • Lead by example and model behaviours consistent with CBRE's RISE values.

Contract & Vendor Management

  • Review contracts, service agreements, and scopes of work for specialist subcontractors and service providers.
  • Manage vendor relationships and ensure consistent delivery against agreed performance standards.
  • Monitor contractor performance, conduct vendor reviews, and implement corrective action plans where required.
  • Oversee procurement activities including review and approval of quotations for labour, services, etc.
  • Manage invoicing processes, contract administration, and cost control measures.
  • Ensure vendors comply with contractual, operational, safety, and regulatory requirements.
  • Develop strategic partnerships with suppliers to support service excellence and value creation.

Financial & Budget Management

  • Prepare, manage, and monitor annual operating budgets and forecasts.
  • Support operation expenditure planning and budgeting.
  • Identify cost‑saving opportunities without compromising service quality.
  • Monitor expenditure and ensure financial accountability across facilities operations.

Performance Measures

  • The role will be measured against, but not limited to, the following performance indicators:
  • Achievement of contractual KPIs and Service Level Agreement (SLA) targets.
  • Delivery of client‑specific performance commitments.
  • Client satisfaction and stakeholder engagement outcomes.
  • Service quality and operational compliance performance.
  • Budget management and cost optimization objectives.

What You’ll Need
  • Minimum 5 years of relevant Facilities Management experience, preferably within corporate, commercial, or multinational environments.
  • Demonstrated experience managing soft services operations, workplace services, vendor performance, and client relationships.
  • Proven experience leading and developing high‑performing teams.
  • Experience managing budgets, contracts, service providers, and operational performance metrics.
