Job summary

VisionPower Semiconductor Manufacturing Company Pte Ltd invites a seasoned Facilities leader to steer a 24/7 12-inch fab. You will shape long-term infrastructure strategy, drive CAPEX programs and ensure reliability of power, HVAC, water systems and gas utilities.

Responsibilities include leading a multidisciplinary team, aligning Facilities with production needs, optimizing energy use, and delivering on safety, quality and cost objectives in a high-demand manufacturing environment.

Qualifications

• Bachelor’s degree in Mechanical, Electrical, Chemical or related engineering field.
• 15+ years in facilities engineering/operations with semiconductor exposure.
• Proven leadership of multidisciplinary teams and large CAPEX/OPEX budgets.

Responsibilities

• Lead facilities org for a 24/7 12-inch fab, covering engineering, operations and maintenance.
• Develop long-term facilities strategy, capacity plans and infrastructure roadmap.
• Ensure high availability of utilities: power, HVAC, water, gases and abatement.
• Oversee major CAPEX projects from design to handover with safety and cost control.
• Drive energy efficiency, sustainability and continuous improvement across facilities.

Key Responsibilities

• Lead the Facilities organization covering facilities engineering, operations, maintenance, utilities, infrastructure projects and technical support for a 24/7 12-inch semiconductor fab.
• Develop and execute the long-term facilities strategy, capacity plan and infrastructure roadmap aligned with the fab's production and technology requirements.
• Ensure high availability and reliability of critical utilities, including electrical power, HVAC, chilled/process cooling water, UPW, CDA, vacuum, bulk and specialty gases, chemicals, exhaust and abatement, wastewater and fire protection systems.
• Lead facilities engineering and major CAPEX projects from design and construction through commissioning, qualification and handover, ensuring safety, quality, schedule and cost objectives are achieved.
• Establish robust reliability, preventive and predictive maintenance, emergency response and business‑continuity programmes to minimize facilities-related impact to manufacturing.
• Partner closely with Fab Operations, Process Engineering, Equipment Engineering, EHS, Quality, Finance and Procurement to ensure facilities capability keeps pace with production and technology requirements.
• Drive energy efficiency, resource optimization, sustainability and continuous improvement across the site's facilities infrastructure.
• Build, develop and lead a high‑performing multidisciplinary team, including a strong pipeline of local engineering and technical talent.
• Bachelor’s degree in Mechanical, Electrical, Chemical, Facilities, Building Services or a related engineering discipline.
• 15+ years of relevant engineering and facilities experience, with substantial experience in semiconductor manufacturing or another high-reliability manufacturing environment.
• Proven leadership experience managing multidisciplinary facilities engineering and operations teams.
• Strong knowledge of semiconductor fab facilities and critical utility infrastructure.
• Demonstrated experience managing significant CAPEX and OPEX budgets and major infrastructure projects.
• Strong understanding of facilities reliability, risk management, safety and regulatory compliance.
• Experience operating in a 24/7 manufacturing environment with high operational and uptime requirements.

Key Skills and Attributes

• Direct experience supporting a 300mm / 12-inch semiconductor fab.
• Experience with greenfield fab construction, fab expansion, commissioning, ramp-up or major infrastructure upgrades.
• Strong experience with UPW, critical power, HVAC, process cooling, gases, chemicals, exhaust/abatement and wastewater systems.
• Experience with facilities automation, BMS/FMS and data-driven reliability programmes.
• Experience developing local engineering talent and building technical succession pipelines.
• Master's degree in Engineering, MBA or equivalent advanced qualification.
