About the job

We’re looking for Offshore Pipeline Construction Engineer (OPCE) to join our team in Singapore for a Pipelaying Project of Natural Gas Subsea Pipeline in East Asia. We welcome Offshore Construction expertise with the relevant experiences to join us for the various PMT positions.

Project Premises:

250km x 36" Natural Gas Subsea Pipeline Project, Taiwan

To install a new Subsea Pipeline and Two (2) Onshore Receiving Facilities which are to be commissioned by the end of 2028.

As a Offshore Pipeline Construction Engineer (OPCE), you will be involved in site activities associated with the construction phase for the subsea pipeline installation.

Responsibilities

The role responsibilities include:

1. Report to Offshore Pipeline Construction Manager (OPCM).
2. Represent Project Management Consultant (PMC) at designated Site.
3. Interface with EPC contractor(s) to ensure adherence to performance standards, drawings, and specifications.
4. Provide oversight and day-to-day coordination with the EPC contractor(s) to ensure delivery as per contract.
5. Monitor performance of the EPC construction work against the defined acceptance criteria, schedule, and look ahead plan.
6. Ensure implementation of Management of Change procedure at site.
7. Review EPC Contractor’s daily reports.

HSE Assurance

1. Proactively support and embed Project’s Goal ZERO for HSE in Engineering, Construction, Pre-Commissioning, Commissioning, and Start-up activities.
2. Provide guidance to HSE site representatives by clearly outlining the applicable HSE Management Systems, procedures, and safety programs to be applied in the project.
3. Attend toolbox meetings at regular intervals and proactively report/intervene unsafe acts and unsafe conditions.
4. Ensure that the EPC contractor complies with the HSE requirements of the EPC contract at site.

Quality Assurance

1. Provide guidance to QA/QC site representatives on the applicable Quality Management System, procedures, and quality program to be applied in the project.
2. Ensure that the EPC contractor complies with the Quality requirements of the EPC contract.
3. Support Project Manager and Project Engineers to proactively manage the risks and provide daily updates on any such developments.
4. Ensure that all identified risks are properly reported to Project Manager and that agreed mitigation plans for risks identified earlier are adhered to at Site.

Interface Management

1. Ensure that all interfaces between COMPANY and EPC Contractor(s) are proactively managed at Site.

What you’ll have

1. General (all OPCMs)
   • Ability to communicate effectively both verbally and in writing.
   • Strong HSE and QA inclination a must.
   • Must have prior experience as OPCM working in an offshore environment.
   • Experience as Offshore Construction Manager an advantage.
   • Tertiary education an advantage.
2. OPCM on Pipelay Vessel
   • Minimum 15 years’ experience in subsea gas (oil) pipeline installations, preferably involving large diameter subsea pipelines.
   • Must be familiar with subsea pipeline laying operations and subsea pipeline-related works.
   • Must be familiar with important parameters of the industry, such as pipe laying tension, pipe laying stinger angle, sea condition restrictions (wind, waves, and currents), etc.
3. OPCM on Trenching & Backfilling Vessels
   • Preferable experience and worked on previous offshore projects that involved trenching and backfilling works.
