A social service organization in Singapore seeks a dedicated professional to manage talent acquisition, focusing on social services and education recruitment. This role involves strategic outreach, full-cycle recruitment, and onboarding integration. Candidates should have a degree in Human Resource Management or related fields, with 2-4 years of experience preferred. Strong interpersonal skills and a passion for social impact are essential.
Job Purpose:
To drive end-to-end talent acquisition activities that support THKMC’s mission in delivering quality and compassionate care. This includes strategizing, executing and monitoring recruitment, employer branding, scholarship/sponsorship programs, and onboarding efforts across various service sectors within the organization.
Key Responsibilities:
Upstream Talent Acquisition (Strategic & Outreach):
Partner with hiring managers to understand manpower requirements across social services, therapy, education, and corporate support functions.
Support workforce planning and forecast manpower needs with data analytics.
Drive employer branding initiatives including social media campaigns, roadshows, career fairs, webinars, and partnerships with polytechnics/universities.
Collaborate with Corporate Comms for branded recruitment assets (e.g. videos, banners, posts).
Manage and promote THKMC’s Employee Referral Programme (ERP) and track effectiveness.
Liaise with agencies, educational institutions, and government bodies for pipeline-building.
Downstream Talent Acquisition (Execution & Fulfilment):
Manage full-cycle recruitment for assigned portfolios: sourcing, screening, interviewing, shortlisting, offer negotiation, and onboarding.
Craft compelling and inclusive job postings and screen candidates against job requirements.
Arrange and facilitate competency-based interviews with panel members.
Coordinate job offers, contracts, and pre-employment checks.
Monitor time-to-hire, source effectiveness, and hiring success metrics.
Ensure proper documentation, database upkeep, and compliance with PDPA and MOM regulations.
Onboarding & Integration:
Coordinate onboarding activities, welcome kits, and orientation schedules with relevant departments.
Conduct Day 1 orientation for new hires.
Gather feedback to improve candidate and new hire experience
Degree in Human Resource Management, Business Administration, Psychology, or related field.
2 to 4 years of relevant experience in the recruitment of social workers and therapists would be advantageous
Passionate about social impact and people-centric hiring.

Strong interpersonal and communication skills.
Good command of written English and professional correspondence.
Knowledge of employment laws and MOM regulations.
Familiar with ATS, job boards, LinkedIn Recruiter, and employer branding toolsAnalytical mindset with attention to recruitment data and trends.
