Job description

We are looking for an Executive/Senior Executive, Sourcing & Procurement to join the team.

The Executive/Senior Executive, Sourcing & Procurement will carry out the responsibility for planning, executing, and purchasing general equipment, goods, and services at the most competitive prices for St Luke’s Eldercare.

Job Responsibilities
  • Responsible for overseeing the entire end-to-end procurement for goods and services, including purchasing, negotiation, cost evaluation, including medical consumables towards total cost of ownership.
  • Collaborates with various departments to optimize cost savings and economies of scale through strategic bulk purchase.
  • Perform data analysis and identify items for demand aggregation across the organization.
  • Leads and manages a comprehensive, compliant procurement process which includes the understanding of different procurement approach for RFQ, RFP/Tender.
  • Assist in the preparation of tender documents, developing the evaluation criterion, pricing schedule and reviewing of approval paper.
  • Ability to read and understand terms and conditions for 3rd party contracts, highlight key concerning terms to reporting officer.
  • Develops a dashboard to monitor, update and ensure timely renewal of all maintenance contracts, including all SOR items.
  • Implement a vendor performance and management program towards technology, quality, responsiveness, delivery and cost competitiveness.
  • Continuously review and seek improvement in both workflow and processes improvement.
  • Provide regular procurement expense and ageing report, highlighting key performance metrics and areas for improvement.
Job Requirements
  • Diploma / Advanced Diploma in Logistic/ supply chain management or equivalent certificates
  • Minimum of 3-5 years of relevant working experience in Purchasing, Contracts and Tender.
  • Experience in a Purchasing role will be an advantage.
  • Knowledge and proficiency in Microsoft Office applications
  • Ability to work under pressure and tight timelines.
  • Work experience in healthcare will be added advantage.
