What the role is:
You will be part of the Memorial Facilities & Planning Division which oversees the planning of after-death facilities and services in Singapore. You will be providing operations planning capability to ensure that the Government after-death facilities are efficiently managed and operated. The team undertakes end-to-end project management, from conceptualisation and research to procurement, securing and monitoring of budget, implementation and continuous improvement.
What you will be working on:
Your job responsibilities include:
- Review and formulate policy and operational strategies.
- Oversee projects and initiatives to improve after-death facilities and services including conceptualising new ideas, developing project scopes and objectives, conducting market research or analysis, and engaging the industry to understand the supplier landscape.
- Plan and manage end-to-end procurement activities including drafting of requirements and tender documents, calling, evaluation and award of tenders and quotations while adhering to the key principles and guidelines of Government Procurement.
- Support exercises to ensure operational readiness of staff and coordination with other depts in NEA.
- Plan and execute after-death operations during crisis.
- Plan and track budget, perform variance analyses, and ensure expenditure aligns with approved allocation.
What we are looking for:
Job Requirements:
- At least 5 years of experience in planning, procurement or policy work.
- Familiarity with budget management, government procurement guidelines and processes would be an advantage.
- Excellent written and verbal communication skills.
- Strong analytical, conceptualisation and problem-solving skills.
- Comfortable to work in a fast-paced environment that would require the ability to manage multiple priorities and stakeholders at the same time.
- Ability to deal with complexity and ambiguity.
- Self-driven and always ready to strive for improvement.
- Good interpersonal skills and enjoy working with both internal and external stakeholders.
