You are responsible for supporting Eastern Community Hospital’s (ECH) key organisation processes, with a primary focus on the planning and development of ECH's clinical services in collaboration with the ECH Development Secretariat.

As an essential member of the Licensing and Enterprise Risk Management (L&E) unit within the Organisation Planning & Performance (OPP) department, you will report directly to the Senior Manager, L&E, on all operational, manpower, and administrative matters of the unit. Your responsibilities will include actively supporting the ECH clinical teams in developing care models and work processes, facilitating stakeholder engagement, and ensuring alignment between clinical needs and facility planning. Additionally, you will collaborate with the ECH and EGH Development Secretariat to prepare for the opening of the new hospital.

In addition to the ECH clinical services planning, you will contribute significantly to the following areas:

Compliance - Data Protection

You will support the development, implementation and updating of data protection policies in compliance with the Personal Data Protection Act (PDPA). You will assist to update internal processes to meet PDPA obligations, assist in audits to identify gaps, and enhance internal control systems. You will also organise activities to raise staff awareness of data protection policies, address related queries and complaints, and provide secretariat support for data protection meetings.

Compliance - Accreditation & Licensing

You will maintain systems and processes to ensure conformance with the MOH Healthcare Services Act (HCSA) and other standards, including ISO Accreditation. You will plan, conduct, and follow up on internal audits, ensuring policies and procedures are updated, and support all departments in meeting licensing requirements.

You will assist the Senior Manager in developing the SCH ERM work plan by analysing risk information to identify trends and areas of focus for annual review by Senior Management. You will collaborate with stakeholders to monitor key risks and coordinate ongoing ERM activities across the three CHs. Additionally, you will facilitate ERM implementation at each CH and promote a risk-aware culture within SCH, ensuring compliance with the SingHealth AEN framework for incident reporting.
