Job description

The Executive (Programme) is responsible for assisting the Centre Supervisor to oversee daily operations, ensuring compliance with service requirements, and leading a team to deliver quality programmes and services for seniors. This role includes managing community outreach, volunteer engagement, and befriending initiatives while ensuring a safe and conducive environment for both staff and seniors.

Reporting to the Centre Supervisor, the Executive (Programme) also handles administrative functions, monitors key performance indicators (KPIs), and works closely with internal and external stakeholders to enhance community partnerships. Additionally, he/she ensures effective service delivery and continuous improvement in AAC operations.

Key Responsibilities:

General Operations & Compliance

  • Oversee the daily operations of the AAC, ensuring compliance with operational guidelines, safety protocols, and service requirements (ABC + 2S)
  • Ensure that the centre meets all operational standards, directives, KPIs, and MOH healthcare directives
  • Assist and support team members in crisis management and reporting procedures effectively.

Programme Planning & Management

  • Lead the planning and execution of intergenerational, outdoor, interestbased, and wellness activities
  • Oversee the coordination of volunteers and community partners to ensure successful programme implementation
  • Promote and enrol seniors in AAC programmes to encourage regular participation
  • Lead programme administration and logistics to ensure smooth execution.

Befriending & Buddying (B&B) Programme

  • Oversee the intake and referral process for seniors seeking befriending/buddying services
  • Guide the screening, deployment, and evaluation of befriender-to-befriendee matches
  • Organise quarterly befriender meetings and coordinate necessary training sessions.

Outreach & Community Engagement

  • Lead in outreach efforts to engage seniors in the community
  • Oversee the administration of the Community Screening Tool (CST), including informed consent and assessments for potential members
  • Support the team in identifying and linking seniors to appropriate services and programmes.

Volunteer Management & Community Partnerships

  • Oversee volunteer role design, recruitment, training, deployment, engagement, and appreciation in alignment with the Organisation's Volunteer & Community Engagement (VCE) guidelines
  • Work with the VCE team to ensure volunteers receive required training and are effectively deployed to support AAC services
  • Strengthen partnerships with community stakeholders to enhance centre offerings.

Information & Referral Services

  • Lead team members in attending to walk-in, phone, and text enquiries
  • Manage referrals and provide guidance on appropriate service linkages.

Data Management & Administrative Support

  • Monitor and track AAC KPIs, including programme participation and CST administration
  • Ensure proper documentation and confidentiality of client data in relevant management systems
  • Handles financial claims, track programme expenses, and manage programme budgets.

Centre Operations & Facilities Management

  • Ensure the optimal functioning of the centre, including maintenance of assets, IT systems, and equipment
  • Support environmental sanitation compliance and Alert Alarm System (AAS) management where applicable
  • Manage the procurement and replenishment of supplies to ensure smooth operations.

Ad-hoc:

  • Represent the centre in engagements with community partners, service group taskforces, or organisational projects as assigned.

Qualifications

Diploma/Degree in relevant disciplines such as Community Care, Social Services, Gerontology, or other related fields.

Requirements:

  • Minimum 3-5 years of experience in the seniors' sector, with at least 2 years in a leadership role at an Active Ageing Centre or similar setting
  • Prior volunteering or work experience with seniors in a community setting is a plus
  • Excellent interpersonal and communication skills
  • Proficiency in Mandarin and/or dialects to effectively communicate with seniors
  • Strong organisational and problem-solving skills, with the ability to multitask in a fast-paced environment
  • Proficient in IT systems for data management and reporting
  • Resourceful, proactive, and client-centric in approach.
