Underground Technology Engineering Construction Pte Ltd seeks an Environmental Officer to implement and maintain robust environmental controls for LTA contracts, focusing on shaft construction and mined-tunnel activities. You will ensure compliance with statutory, LTA, PUB, NEA and project requirements while preventing pollution and health risks.

The role requires ECO and ECMO certifications, a relevant diploma, and 3–5 years of on-site experience in large infrastructure projects.

Qualifications

• Certified Environmental Control Officer (ECO) and Earth Control Measures Officer (ECMO) with valid certification/registration.
• Diploma or higher in Environmental Management/Engineering, Civil/Construction Engineering, WSH or related discipline preferred.
• Minimum 3–5 years of on-site environmental experience, preferably on LTA infrastructure works involving deep shafts, mined tunnels or underground construction.
• Sound knowledge of LTA, NEA and PUB requirements; competence in ECM, discharge monitoring, vector control, noise/dust, spoil/waste and incident response.

Responsabilités

• Implement the project Environmental Management System and ECM across surface, shaft and mined-tunnel works.
• Maintain and inspect ECM per QECP design and PUB requirements.
• Inspect and control vectors, sanitation, housekeeping, refuse, dust, noise/vibration, tunnel emissions, wastewater/slurry, spoil, chemicals and spill risks.
• Arrange monitoring and sampling; maintain reports and submissions; review performance trends and track non-conformities.
• Coordinate remedial actions with Project Manager, work teams and subcontractors.
• Report at WSH/Environmental Committee meetings; liaise with LTA, QECP and authorities; conduct briefings.

Description du poste

To implement and maintain effective environmental controls for the LTA contracts with particular focus on shaft construction and mined-tunnel activities. Ensure statutory, LTA, PUB, NEA and project requirements are met while preventing pollution, vector breeding and environmental-health risks to workers, the public and surrounding stakeholders.

Key Responsibilities

• Implement the project Environmental Management System, environmental plans, vector-control programme and Earth Control Measures (ECM) across surface, shaft and mined-tunnel works.
• Maintain and inspect ECM to the QECP design and PUB requirements, including drains, silt traps, treatment facilities, wheel-wash systems and discharge points.
• Inspect and control vectors, sanitation, housekeeping, refuse, dust, noise/vibration, tunnel emissions, wastewater/slurry, spoil, chemicals and spill risks.
• Arrange monitoring and sampling; maintain reports and submissions, review performance trends, and track non-conformities and corrective actions to closure.
• Investigate feedback, incidents and environmental irregularities; coordinate remedial and recurrence-prevention actions with the Project Manager, work teams and subcontractors.
• Report at WSH/Environmental Committee meetings; liaise with LTA, QECP and authorities; conduct briefings/campaigns and other assigned duties.

Job Specifications

• Certified Environmental Control Officer (ECO) and Earth Control Measures Officer (ECMO), with valid certification/registration as applicable.
• Diploma or higher qualification in Environmental Management/Engineering, Civil/Construction Engineering, WSH or a related discipline is preferred.
• Minimum 3-5 years of on-site environmental experience; preferably at least 3 years on LTA infrastructure works involving deep shafts, mined tunnels or underground construction.
• Sound knowledge of applicable LTA, NEA and PUB requirements, with competence in ECM, discharge monitoring, vector control, noise/dust, spoil/waste and incident response.
• Able to work around shaft and tunnel environments, attend night/shift works when required, and coordinate with tunnelling, civil, M&E; and subcontractor teams.
• Strong inspection, reporting, data-analysis, communication and presentation skills; proactive in driving timely corrective actions.
