Hiring Entity: SBS Transit Mobility Pte Ltd

The Maintenance Lead is required to undertake a wide range of activities which may include all or any of the following:

In a bid phase – to lead the Maintenance Workstream, including:

  • understanding the existing O&M arrangements

  • participating in the prework for future bids

  • contributing to the development of internal ratio / benchmark

  • developing the life-cycle maintenance strategy for the assets

  • managing the preparation of the Maintenance related returnables, including the Asset Management Plan

  • providing input to the other Workstreams from a Maintenance perspective, including the Operations and Transition Workstreams

  • overseeing the preparation of the detailed maintenance plans and costings

  • determining the composition and cost of the Maintenance function and workforce in the new business

  • liaising with the other Workstream Leads, the Bid Leader and project partners

  • Potentially being nominated for a senior role in the new business

In a Maintenance phase - to lead and manage the Maintenance team for the new business, including:

  • delivering a successful transition of the existing rail business’s Maintenance function to CDG / JV’s new line and new contractual arrangements including proper integration of the functional parts making up the business

  • Provide management of the infrastructure maintenance team

  • managing contracts for sub-contracted maintenance and FM activities

  • preparing and monitoring the maintenance budget

  • preparing and maintaining standards and work instructions for infrastructure maintenance activities

  • identifying and pursuing improvements to optimise whole-life asset performance and cost

  • monitoring compliance with technical standards in both infrastructure and rolling stock maintenance

  • analysing the reliability of the maintained equipment, and the efficiency of the maintenance activities, and identify opportunities for continuous improvement

  • ensuring compliance with all Maintenance related obligations of the rail franchise or O&M contract

  • contributing to a high standard of customer service for internal and external clients and quality management and risk.

  • ensuring that the new business achieves high levels of safety compliance

  • implementing any change management initiatives described in the tender bid or determined by the shareholders of the new business

  • safely achieving high levels of asset operational performance and reliability

  • working in partnership with the network access provider and any outsourced rollingstock maintainer or OEM for the new business

Key Requirements

  • A degree in Engineering or Project Management

  • 5-10+ years of senior experience in a rail maintenance environment or a similar role

  • Prior experience with financial budgets, asset management systems and plant and equipment fleet maintenance.

  • Demonstrated ability to lead a multi-disciplined team in various locations.

  • Demonstrated ability of managing subcontractors

  • Must be open to future mobility (overseas posting including for experience in Singapore, Auckland and other locations where CDGT may establish a rail business)

  • Knowledge of safety legislation and statutes and an ability to interpret applicable legislation as relevant to operations.

  • Skilled in risk assessment and development of risk controls and actions.

  • Understanding of incident investigations and reporting

  • Works collaboratively with team members to deliver work and contribute to the evaluation of service performance objectives.

  • Excellent communication skills, with experience dealing with and influencing a broad range of internal and external stakeholders.

  • Exceptional time management, planning, and organisational skills with the ability to manage competing priorities

  • High level experience in leading, motivating and influencing staff, driving, and evaluating work objectives for improved service performance across strategically aligned functions.
