Job description

Supporting the Asset Management Department. This position is responsible for the technical leadership and strategic oversight of all engineering activities within a Combined Cycle Gas Turbine (CCGT) powerplant. This position leads a multi-disciplinary team of Subject Matter Experts (SMEs) and ensures safe, reliable, and efficient plant operations throughout the full asset lifecycle from acquisition to decommissioning.

  • Lead and mentor SMEs in Mechanical, Electrical, and Control & Instrumentation (C&I), and Rotating Equipment disciplines.

  • Set and monitor performance KPIs for the Operation & Maintenance team, aligned with operational goals and reliability targets.

  • Promote a culture of safety, accountability, and continuous improvement.

  • Provide engineering oversight for gas turbines, steam turbines, and BoP systems.

  • Manage the full lifecycle of plant assets, including acquisition, commissioning, operation, maintenance, upgrades, and decommissioning.

  • Ensure optimal asset performance through reliability engineering, condition monitoring, and predictive maintenance strategies.

  • Lead in Root Cause Analysis (RCA) for complex plant issues, equipment trips, and performance deviations.

  • Coordinate cross-functional investigations and implement corrective and preventive actions.

  • Oversee Quality Control (QC) plans and outage planning for both planned and unplanned outages.

  • Support Maintenance team during outages, ensuring timely execution, technical compliance, and post-outage reviews.

  • Liaise with OEMs and contractors to ensure scope, schedule, and quality objectives are met.

  • Ensure compliance with Singapore's Energy Market Authority (EMA) regulations and relevant standards (e.g. SS 638, ISO 8528, ISO 22301).

  • Maintain documentations and reporting for regulatory submissions, incident investigations, and audit findings.

  • Lead engineering aspects of capital projects, retrofits, and plant upgrades.

  • Manage technical documentation, change control, and configuration management process.

  • Provide strategic oversight of Operations & Maintenance (O&M) budgets, including both Operating Expenditure (OPEX) and Capital Expenditure (CAPEX).

  • Collaborate with Finance and Operations & Maintenance team to develop, monitor, and optimise annual and long-term budgets for plant engineering activities.

  • Evaluate cost-benefit analyses for maintenance strategies, asset upgrades, and lifecycle investments.

  • Ensure budget alignment with reliability goals, regulatory compliance, and performance KPIs.

  • Track and report budget performance, variances, and forecasts, ensuring transparency and accountability.

  • Support procurement planning and vendor negotiations for engineering services, spare parts, and capital projects.

Qualifications

  • Bachelor's or Master's degree in Mechanical, Electrical, or Electronics Engineering.

  • At least 10 years of experience in power plant engineering, with 5 years in a leadership role.

  • Proven expertise in gas turbine, steam turbines, and BoP systems is an advantage.

  • Strong leadership & team development capabilities.

  • Proficient in engineering tools, CMMS, and diagnostic software.

  • Excellent analytical, problem-solving, and communication skills.

  • PMP, Six Sigma, Reliability Engineering, or OEM-specific certifications.

  • Familiar with Singapore's regulatory framework for Power Generation.

  • Have a safety mindset and display good workplace safety behaviour.

  • Be actively involved in emergency responses whenever called upon.
