Job description

What the role is:

The job-holder will work closely with Head (Governance & Exercises), in the governance of HTSC Operations and to ensure the crisis preparedness of Home Team Departments (HTDs) through regular training and exercises.Job-holder will be part of a closely knitted team to successfully implement the Enhanced Exercise Regime for MHA, as well as keeping HTSC Operations compliant to statutory policies and standards.

What you will be working on:

He/She is responsible for the following:Governance• Ensure that the systems within HTSC are compliant to the latest policies and standards.• Conduct of timely Vulnerability Assessment (VA), Penetration Testing (PT) and RMM (Risk Management Methodology) in accordance to IM8 requirements based on system classification.• Maintain Risk Register and ensure that residual risks that cannot be remediated are accepted by the approving authority.• Ensure that all evidence and artifacts are documented and stored for audit purposes.• Propose, review and monitor existing and new KPIs.• Any other work that is required for the governance of HTSC Operations.Exercises Coordination and Development• Work closely with respective Home Team Departments (HTDs) by leading the planning, design and conduct of HTD exercise programmes to raise overall cyber readiness of the Home Team to mitigate any potential cyber-attacks.• Supervision of external consultants’ work to ensure that exercise objectives and outcomes are achieved.• Assist in the planning and coordination of various sectoral and national level exercises that are required by CSA CCoP 2.0 and GovTech IM8.• Conduct of annual Cybersecurity Exercises with HTDs• Conduct of Training Workshops for all Exercise Participants• Conduct of Crisis Communications Workshop(s) for MHA Communications RepresentativesExercises Planning• Assist in the procurement of professional services for conduct of cybersecurity exercises for MHA• Co-manage the various exercise requirements across the four domains of HTSC and ensuring the vendors can deliver as per service level agreements.• Establishing engagement sessions with project management team for introduction and understanding of nominated systems.• Working with stakeholders to identify cyber risks and designing threat scenarios which are realistic and relatable, based on the emerging threats and risk assessment.• Develop the contents for enhanced e-Learning course modules.• Plan and deliver the training cycle to ensure that exercise fatigue to be kept to the minimum.• Developing and reviewing evaluation methodology for cyber exercise.

What we are looking for:
