Job summary

HTX is seeking a candidate to regulate fire safety standards in buildings, focusing on Fire Certificate processing, testing and maintenance reviews, and site inspections in accordance with the Fire Code and Codes of Practices.

The role includes consultations with industry professionals, handling inspections, and following up on FC renewals, reporting to the Senior Assistant Director of the Fire Safety Department in SCDF.

Qualifications

• Diploma, preferably degree, in Architecture, Engineering, Science or Estate/Facilities management.
• Preferably with at least 5 years experience in the building industry involving design, testing or inspection of fire safety system.
• Knowledge of local Fire Code and other relevant Codes of Practices will be an advantage.

Responsibilities

• Assist in regulating fire safety standards in buildings under the Fire Safety Act and Regulations.
• Assist with activation of Fire Certificates (FC) for new premises to meet FC criteria.
• Attend industry consultations pertaining to inspection requirements and fire code provisions.
• Attend to inquiries from RI/QP/FSM and public on fire safety systems and codes of practices.
• Analyse and track FC renewals and expiries, and streamline FC data handling.
• Coordinate with agencies to resolve FC-related technical issues via Go Biz WOG system.
• Audit plans submitted by Qualified Persons.
• Conduct site inspections of fire safety systems.
• Investigate fire safety-related complaints and feedback.

This role will focus on the processing of Fire Certificate (FC) involving checks on testing and maintenance of fire safety systems, site inspections, review of related codes and regulations to ensure proper maintenance and good working condition of fire safety systems in accordance to the Fire Code and relevant Codes of Practices. The job-holder may also be required to provide consultations to the building industry. The job-holder will report to the Senior Assistant Director of the Fire Safety Department in SCDF.

What you will be working on:

• Assist in regulating fire safety standards in buildings in accordance with the provisions of the Fire Safety Act and Regulations
• Assist with the activation of FCs for new premises such that they fall under the FC criteria and comply with the prevailing Fire Safety Act/Subsidiary Legislations
• Attend and respond to industry professionals such as QP (Qualified Person)/RI (Registered Inspector)-related consultations pertaining to inspection matters, requirements of fire code, the emergency preparedness measures such as ERP, FSM and CERT schemes
• Attend to RI, QP, FSM & members of public enquiries on buildings' fire safety systems and code of practices
• Analyse/follow up to devise RPA tools such as tracking of renewals and expiry FC cases, over and under payment FC cases, streamlining the existing manual extraction of FC data etc
• Work with related agencies such as MTI to resolve technical FC glitches when applicants apply FC via Go Biz WOG computerized system
• To audit plans submitted by Qualified Persons
• To conduct site inspection on completed fire safety systems
• To investigate fire safety related complaints and feedback cases

What we are looking for:

• Diploma, preferably degree, in Architecture, Engineering, Science or Estate/Facilities management
• Preferably with at least 5 years experience in the building industry involving design, testing or inspection of fire safety system
• Knowledge of local Fire Code and other relevant Codes of Practices will be an advantage
• Self-motivated and able to work independently as well as in a team
• To possess good verbal, written and interpersonal skills
• All new appointees will be appointed on a contract till 31st December 2027
