ABOUT THE NATIONAL INSTITUTE OF EDUCATION (NIE)

NIE invites suitable applications for the position of Manager (Admin & Finance), Office for Research. This is a contract post till 31 Mar 2028.

Responsibilities

  • Support OfR in the oversight of operations within the OfR finance team

  • Work with the team members to ensure day to day operations in all financial research support matters run seamlessly

  • Collaborate with OfR HR team on end-to-end project Finance and HR processes

  • Ensure compliance and governance of financial policies and procedures

  • Strong understanding of financial principles and institutional financial policies

  • Coordinate and facilitate fortnightly operational meetings with the team

  • Serve as Delegation of Authority for project related claims, invoices, procurement and other non-project related expenditures

  • Work closely with the team in resolving operational matters and serve as a key contact point with NIE Finance on operational matters

  • Provide consultations with Principal Investigators on administrative and financial issues

  • Provide inputs on budget estimates, cashflow projections and variance reporting to funder

  • Assist with compilation of data on 5th tranche funding for financial reporting purposes

  • Serve as coverage in providing consultation and funds availability checks on 5th tranche funding

  • Liaise with different stakeholders and build strong relationships with NIE Finance and MOE

  • Lead efforts in process improvements within the team and across the different administrative units

  • Review budgetary sections of OfR policy papers that seek funding

  • Ensure that all financial information is updated in grants financial institutional guidelines

  • Ensure all project related financial information and articles on NTU ServiceNow are kept updated

  • Ensure SOPs are kept updated

  • Other duties and administrative functions including secretariat support for meetings or taskforces as assigned by the people manager

Requirements

  • A University Degree

  • At least 5+ years of financial/procurement/accounting experience required

  • Meticulous with good analytical skills

  • Excellent interpersonal, communication, writing and organization skills

  • A strong team leader who is highly motivated and also able to collaborate within and across teams

  • Able to problem-solve and work within tight deadlines

  • Integrity and discretion when handling confidential information

  • Proficient in Excel and MS Word
