As the Lead Product Manager for EduHub, you will define and drive the product strategy, roadmap, and outcomes for MOE’s central data platform. You will lead efforts to grow adoption, enable pervasive use of data across the organisation, and unlock the value of data in shaping better decisions. You will also establish and drive product OKRs and success metrics for EduHub. Working closely with engineers, UX designers, and education officers from the Experimental Systems and Technology Lab (ESTL), you will play a key role in mentoring and developing junior team members and growing a strong data and product leadership pipeline within MOE.

About EduHub

EduHub is MOE’s central data platform, designed to advance our data strategy by enabling safe, scalable access to datasets and tools that drive smarter decisions and better education outcomes. EduHub helps users turn data into insights, insights into meaningful action, and actions into smarter decisions — unlocking the full potential of data across the Ministry. Beyond providing access, EduHub focuses on leveraging and enabling data use at scale. It supports data storytelling, adoption of actionable insights, and building a strong, sustainable data-driven culture. A key priority is to onboard and integrate first-party and third-party datasets, strengthening the ecosystem for data sharing, collaboration, and analytics exploitation across MOE.

Our Team

You will work closely with a multidisciplinary team from the Experimental Systems and Technology Lab (ESTL) of GovTech, embedded within MOE. ESTL comprises engineers, user experience designers, and education officers. The team designs and develops software applications that help MOE transform its systems and services through digitalisation and innovation. You will lead cross-functional collaboration across engineering, UX, and education colleagues, ensuring that platform development is user-centered, adoption-driven, and outcome-focused.

Key Responsibilities

  1. Define and Drive EduHub Strategy, Roadmap, and Outcomes
  2. Develop and own the product vision, strategy, and multi-year roadmap for EduHub, aligned with MOE’s data and digitalisation priorities.
  3. Establish, track, and deliver on product OKRs and success metrics that drive measurable adoption, impact, and user engagement.
  4. Prioritise initiatives that maximise platform value creation for educators, HQ divisions, and operational users.
  5. Grow Data Adoption and Value
  6. Drive EduHub adoption across MOE by engaging and empowering power users, educators, and HQ officers.
  7. Identify, develop, and promote impactful data use cases to inspire adoption and showcase tangible education and operational outcomes.
  8. Champion data storytelling practices, helping users translate complex data into compelling narratives that drive better decisions.
  9. Expand and Strengthen Data Ecosystem
  10. Lead efforts to onboard and integrate first-party and third-party data sources, expanding the richness and diversity of available datasets.
  11. Partner with internal and external data owners to enhance data accessibility, sharing, and value realisation across MOE.
  12. Coach and Develop the Data Platform Team
  13. Mentor junior product managers, engineers, and analysts within the EduHub team to build strong internal capability.
  14. Foster a high-performance, user-centered culture focused on driving measurable outcomes and growing MOE’s data leadership bench.

What We’re Looking For

  1. Product Leadership: Proven experience defining product vision, owning strategic roadmaps, and delivering measurable adoption and impact.
  2. OKRs and Outcome Focus: Skilled at establishing, tracking, and delivering on product OKRs and success metrics.
  3. Adoption and Engagement Focus: Strong track record of driving user adoption, growing platform communities, and building momentum.
  4. Strategic and Analytical Thinking: Ability to prioritise initiatives that maximise user value and measurable platform impact.
  5. User Empathy: Deep understanding of diverse stakeholder needs and ability to translate them into actionable platform strategies.
  6. Technical Fluency: Familiarity with data systems, pipelines, cloud technologies (AWS, GCP, Azure or equivalent), and data sharing architectures.
  7. Cross-Functional Collaboration: Skilled at leading teams across engineering, UX, operations, and policy functions.
  8. Leadership and Mentorship: Ability to coach and nurture junior team members while fostering a strong product and data culture.

Qualification Requirements

  1. Bachelor’s degree in Computer Science, Information Systems, Data Science, Business Administration, or a related field; Master’s degree preferred.
  2. Minimum of 5 years of experience in Product Management, Data Platforms, Software Engineering, or Data Science.
  3. Demonstrated success in leading adoption and growth of complex platform or data-driven products.
  4. Experience working with cloud-native architectures and data ecosystems is an advantage.
  5. Strong communication, stakeholder engagement, and influence skills.
  6. Passion for public good and interest in the education sector is a strong plus.
