Job summary

A leading company in the marine and oil & gas industry is seeking a Procurement Specialist to ensure effective sourcing and negotiation of materials and services. The ideal candidate will have extensive experience in procurement, particularly in the marine sector, and possess strong negotiation and analytical skills. Responsibilities include evaluating proposals, managing supplier relationships, and ensuring timely delivery of materials. This role requires a diploma in a relevant field and at least five years of experience.

Qualifications

  • Minimum 5 years’ experience in Marine or Oil & Gas industry or machinery procurement experience.
  • Good experience in buying different types of Piping & E&I materials.

Job Description
  • Ensure the right material and services will be negotiated and procured at the optimum price, delivery and favourable terms & conditions
  • Evaluate technical proposals based on engineering specification
  • Capability to propose and counter offer the requestor equivalent grade of material
  • Profound knowledge of product specifications, functionalities and applications related to offshore materials
  • Source, negotiate and purchase materials and services from identified sources, local and overseas
  • Advise requestor on selection of suppliers and purchase terms & conditions
  • Generate purchase orders, monitor and follow up and expedite with suppliers on delivery of goods and services
  • Review supplier’s performance on price and delivery and to co-ordinate with supplier and QA/QC on quality issues
  • Compile purchasing statistics and reports on assigned materials or commodities if required
  • Liaise with Accounts staff on vendors credits application, bank and financial instruments
  • Liaise with other departments on procurement matters (eg: Project, Commercial, Store, Production, QA/QC, etc. wherever necessary)
  • Involve in the Vendors’ Qualification and Assessment as per ISO procedures
  • Conduct due diligence of identified sources and facilitate their pre‐qualification
  • Monitor and pro‐actively takes actions in response to market trends for raw material
  • Prepare bidder lists and releases request for quotations
  • Establish communications with suppliers to enable timely, accurate delivery schedule of supplier
  • Prepare expediting reports detailing supplier’s progress
  • Expedite activities or purchase items at various vendors to meet the project’s schedule
  • Monitor performance and provide feedback of suppliers by ensuring resolution of issues and ultimately timely delivery
  • Ensure that delivery will be possible on the agreed date
  • Prepare in-house tariff rates
  • Collate and submits monthly MES report to Finance
  • Assist in the Annual Vendors Assessment exercise
  • Prepare documents for audit purpose
Job Requirements
  • Diploma in Purchasing Management/Supply Chain Management/Engineering or equivalent
  • Minimum 5 years’ experience in Marine or Oil & Gas industry or machinery procurement experience
  • Good experience in buying different type of Piping & E&I materials
  • Able to work independently, meticulous and analytical with excellent problem-solving skills
  • Strong commercial acumen and negotiation skills
  • Good knowledge of financial and legal term
