Job description

What the role is:

The Executive (Operations and Capability) is responsible for supporting and managing policies related to volunteering and capability development within the Singapore Prison Service (SPS). This role involves reviewing existing programmes and initiatives to ensure they align with SPS's rehabilitation objectives, managing volunteer registrations and deployments, and overseeing the training and development of volunteers. The incumbent will strategically deploy volunteers across various prosocial initiatives to address evolving gaps in support for offenders, ex-offenders, and their families.

What you will be working on:

1. Policy Review and Development:o Review existing programs and initiatives to ensure they remain relevant to the rehabilitation objectives of SPS.o Identify gaps in existing programs and initiatives, particularly those that do not provide throughcare coverage.o Develop and review policies related to training and development, engagement frameworks for partners, volunteer onboarding and screening, volunteer infractions, and the Desistor honorarium.2. Volunteer Management:o Manage volunteer registrations, pass issuance, and deployment into institutions, with a focus on religious counsellors.o Oversee the strategic deployment of volunteers across several prosocial initiatives, including Volunteer Case Officers, Throughcare Volunteer Framework (TVF), Befrienders, and religious volunteers.o Handle routine management tasks such as evaluating and approving/rejecting volunteer applications, management reporting, responding to volunteer enquiries, and updating the screening database and deployment status via the Home Team Volunteers Management System (HTVMS).o Coordinate event-based volunteer management and address ad-hoc volunteer management matters such as infractions, declarations, pass issues, and deployment queries.3. Programme Coordination and Development:o Work closely with internal and external stakeholders to gather feedback, provide progress updates, and address feasibility and difficulties related to throughcare implementation.o Prepare and present proposals and plans to the Ministry of Home Affairs (MHA), Cluster Management, Senior Assistant Directors, Directors, and Senior Management.o Conduct regular internal meetings with the Project Management Office (PMO) team to gather feedback, conduct change management, and implement policy amendments as needed.4. Safety and Security Briefing Coordination:o Coordinate safety and security briefing matters.o Ensure all volunteers attend safety and security briefings before conducting sessions or briefings in prison institutions.o Provide briefing schedules to vendors, collate personnel details, and submit necessary registration and clearance documentation.o Verify qualifications and ensure facilitators meet the required criteria.5. Administrative Duties:o Handle routine administrative tasks and ensure accurate documentation and records are maintained.o Prepare regular submissions to Senior Management for updates, approvals, and plans related to various programs and initiatives.

What we are looking for:

• A degree in Social Sciences, Public Policy, Human Resources, or a related field.• Experience in volunteer management, policy development, or a related area.• Strong interpersonal and teamwork skills.• Ability to work independently and as part of a team.• Proficiency in Microsoft Office applications and experience with volunteer management systems.• Knowledge of rehabilitation and reintegration processes for ex-offenders will be helpful.
