Job description

1. Professional Qualifications & Experience

1) Bachelor degree in Construction Management, Quantity Surveying, Law, Engineering is preferable. Minimum 10+ years in contract administration/management on large-scale construction projects (SG$ 500 million+).

2) Chartered status (MRICS, CIArb, HKIA, CIPS, PMP etc.) preferred.

3) Fluent in English and Mandarin.

2. Contract & Legal Expertise

1) Strong knowledge of FIDIC, NEC, SG Government/Private Sector contracts.

2) Ability to draft, review, and negotiate contract terms.

3) Experience in claims management, dispute resolution (ADR/arbitration/litigation).

4) Ensure compliance with Singapore construction laws & regulations.

5) Excellent written and verbal communication skills in English and Chinese Mandarin.

6) Strong negotiation skills to ensure favorable terms and conditions with clients, subcontractors, and suppliers.

7) Ability to work effectively with cross-functional teams, including quantity surveyors, engineers, and project managers.

3. Financial & Payment Management

1) Work closely with QS/Cost Control to ensure accurate progress claims & cash flow.

2) Monitor variations, delays, and cost impacts to protect project profitability.

3) Manage payment certifications, bonds, guarantees, and retention releases.

4. Risk & Compliance Management

1) Identify and mitigate contractual & financial risks.

2) Ensure adherence to client requirements, specifications, and deadlines.

3) Implement change order management to avoid disputes.

5. Coordination & Leadership

1) Liaise between client, consultants, contractors, and legal teams.

2) Lead contractual meetings, progress reviews, and dispute negotiations.

3) Strong analytical, negotiation, and reporting skills.

Singapore project experience is critical (e.g., MTR, Airport, High-Rise, Infrastructure). Strong network with Singapore contractors/consultants is a plus. Must be detail-oriented, proactive, and resilient under pressure.
