[What the role is]

The global Unmanned Systems sector has made significant advancements and is expected to continue its rapid growth. This expansion is driven by emerging technologies such as Unmanned Aircraft Systems (UAS) and electric Vertical Take-Off and Landing (e-VTOL) aircraft, along with innovative applications across various industries for both commercial and recreational purposes.

To harness the potential of the Unmanned Systems sector for Singapore, the Unmanned Systems Technology, Engineering and Planning (UTEP) Division develops strategies to assess, identify, and establish partnerships with industry players, civil aviation authorities, and research entities. The goal is to foster new business opportunities, initiate research initiatives, and develop capabilities. The division also focuses on systems engineering, technological capabilities, and strategic planning for the Unmanned Systems Group, including the integration, implementation, and operational oversight of sensor and command and control (C2) systems.

As an officer in the Systems Engineering and Development section of the UTEP Division, you will be responsible for implementing, managing, and maintaining large-scale sensor and C2 systems such as Counter-Unmanned Aircraft System (C-UAS) and Unmanned Aircraft System (UAS) Traffic Management (UTM) Systems. You will engage stakeholders to understand their needs, develop solution architectures, collaborate with vendors, and ensure system maintenance for optimal serviceability. Additionally, you will research and evaluate technological advancements through study trips, engagements, and trials to develop new capabilities.

[What you will be working on]

Responsibilities
  • Gather and analyze stakeholders’ operational requirements and translate them into technical specifications.
  • Propose solutions and system architectures that meet requirements and ensure proper implementation.
  • Source, assess, and evaluate technological solutions to meet operational needs.
  • Collaborate with system providers on architecture, design, and specifications aligned with industry best practices.
  • Manage projects, including planning, budgeting, tracking, prioritization, and handling change requests.
  • Participate in procurement activities, including tender preparation, vendor evaluation, and technical reviews.
  • Oversee system implementation, testing, commissioning, and upgrades.
  • Ensure cybersecurity measures are in place and compliant with standards and policies.
  • Manage maintenance and support operations post-deployment.
  • Research and assess the latest C-UAS and UTM technologies for potential upgrades and enhancements.

[What we are looking for]

Requirements
  • Degree in Software Engineering, Systems Engineering, Electrical/Electronic Engineering, Computer Science, Information Technology, or equivalent.
  • Experience in project management of large-scale real-time software systems such as C2 systems.
  • Knowledge in system architecture design (cloud, microservices, on-premise), system administration (Linux, VMware, cloud environments), database management, and network management.
  • Familiarity with software development life-cycle, quality assurance, safety-critical systems, cybersecurity, and data security.
  • Understanding of relevant policies, guidelines, and industry standards.
  • Additional knowledge in RF transmitters, radars, electro-optics, flying platforms, AI/ML, Big Data, spectrum, and communication theory is advantageous.
  • Experience in operations centers, aviation industry, or standards development is a plus.
  • Ability to analyze complex technical information and produce detailed documentation.
  • Calmness in handling unforeseen issues, with strong analytical and problem-solving skills.
  • Excellent communication skills and professional conduct.
  • Strong sense of responsibility, teamwork, and ethics.
