Job description

What the role is:

Sector Strategy and Development (SSD) develops policies and programmes which deliver:• Sustainable and well-planned services• A competent and future-ready workforce• Future-ready social service agencies that deliver quality services, and• A well-resourced sector with active contributions from the community.Under SSD, the Resourcing and Ecosystem Division (RE) oversees funding policies for MSF programmes, strengthens the organisational capabilities of Social Service Agencies (SSAs), develops strategies to grow community resources and our ecosystem partners, and oversees policies on sector governance matters. Our work takes an overarching birds-eye view across all of MSF’s programmes and SSA partners, to effect sector-wide change.

What you will be working on:

The officer is responsible for formulating strategies, policies, and driving projects to enable a well-resourced sector and future-ready social service agencies that deliver quality services.Specifically, he/she will be part of the team that:• Collaborates with internal and external stakeholders to review and ensure social service programmes across MSF are appropriately resourced to deliver their services effectively and efficiently. For example, this includes designing staffing and funding models that ensures efficient use of resources, developing robust KPIs and service standards, and developing criteria to appoint service providers for MSF’s social service programmes.• Develops and communicates polices and guidelines on the funding and governance of SSAs that run MSF’s social service programmes, to ensure they receive adequate funding that is properly accounted for.• Works closely with community funders, such as Community Chest and Tote Board, to involve the community in contributing to the social service sector and strategically allocating these funds to support needs and programmes across the sector.• Develop schemes to enhance SSA’s capability in delivering the social services, such as through adoption of technology.• Researches and analyses data, and monitors the development of the sector to inform the formulation of effective policies.

What we are looking for:

• Critical and logical thinker who can dissect issues to first principles, and identify how to translate these first principles into sensible policies that can be applied to varied situations across the social service sector.• Ability to synthesise information, connect the dots across issues, and consider broader system inter-dependencies.• Strong ability to influence, and to build and maintain relations for effective stakeholder management. As our work involves developing new ideas and approaches to improve how to fund and develop capabilities across the social sector, strong communication/relationship building skills are needed to explain these considerations and seek consensus from both internal and external stakeholders.• Experience in data analytics/data systems management would be advantageous• Clear and effective communication skillso Optional but preferred: Policy writing• Interest in public administration and social issueso Optional but preferred: Past work experience in the public service or social service sector
