Job description

What the role is:

The Ministry of Finance's Government Procurement Function Office (GPFO) oversees government procurement policies, practices, systems, and workforce development. We are transforming whole-of-government (WOG) procurement into a strategic function that delivers value while maintaining high standards of public accountability. Our goal is to build a world-class procurement community that combines commercial acumen with operational excellence.

What you will be working on:

The role involves curating, implementing, and managing career development opportunities to enhance public sector procurement officers' professional growth through diverse learning experiences and strategic partnerships. The incumbent will drive digital transformation of career development via the One Talent Gateway platform and collaborate with various stakeholders across the WOG to support MOF’s leadership in workforce development for the Government Procurement function.

Key responsibilities include:

  1. Strategic Programme Design & Management: Facilitate structured job rotation (SJR) programs across government agencies, ensuring alignment with officers' development needs and organizational goals. Develop and manage GIG project opportunities, short-term immersion programs (STIP), and talent attachment programs (TAP) with private sector partners. Monitor program effectiveness through data analytics and feedback, refining as needed.
  2. Digital Platform Management: Manage and improve the One Talent Gateway portal for procurement functions, ensuring a seamless user experience. Curate and publish career opportunities, develop content on career pathways, and implement features to enhance transparency and accessibility. Track analytics for continuous improvement.
  3. Stakeholder Management: Build and maintain relationships with HR teams and private sector partners. Collaborate with procurement leaders to develop growth opportunities, foster a vibrant procurement community, and provide data-driven insights on workforce development initiatives.

Experience:
  • Senior Associate: 5-7 years in talent development, HR, or related fields.
  • Associate: 3-5 years of relevant experience.
  • Experience in the public sector, particularly in procurement, is highly desirable.
