Job description

Job Description:

· Assist Project Manager / Project Director in the execution of Water and Wastewater Treatment Projects.

· Review customer specifications, commercial and technical documents, and product requirements for projects.

· Prepare drawing packages, equipment submittals, testing specifications, and other engineering documents.

· Plan and develop project and operational procurement management strategies.

· Identify project risks and liabilities, and understand mitigation strategies.

· Collaborate with design engineers to determine equipment needs during project planning, execution, and completion stages.

· Evaluate vendor proposals according to project specifications.

· Monitor and expedite vendor progress in line with the project schedule.

· Track and monitor project progress against schedule and budget.

· Engage with the project team daily to discuss progress and provide guidance.

· Facilitate interfacing between various disciplines, procurement, and construction groups.

· Conduct contract reviews, risk analyses, and develop contingency plans.

· Prepare project policies for quality and safety standards.

· Initiate kick-off meetings with clients and internal teams.

· Prepare overall budget cost plans and analyses.

· Monitor and analyze project operations and schedules.

· Coordinate EPC cost estimation processes.

· Represent the company to clients.

· Control project documents and manage design changes.

· Prepare project specifications and systems or processes for project execution.

· Assist in site installation, testing, and commissioning activities.

· Oversee the purchase of technical equipment based on engineering drawings, specifications, and project schedules.

· Negotiate with suppliers on pricing, terms, and conditions of purchases.

· Coordinate and plan with vendors on delivery schedules from various locations, consolidating shipments to meet customer deadlines in Hong Kong.

· Manage the process from purchase to delivery for overseas customers.

· Manage daily, weekly, and monthly reporting on purchase orders and project progress to management and customers.

· Research and analyze supplier performance, quality, cost, delivery, and service.

· Participate in the preparation of safety, environmental, and emergency procedures.

· Manage the entire procurement process, including issuing notices to suppliers, coordinating ITPs, FAT, and delivery to customers.

· Visit vendor factories and participate in joint inspections to assess capabilities and meet key personnel.

· Plan delivery schedules for services and equipment to meet customer requirements.

· Book containers and coordinate logistics to control project budgets and meet delivery deadlines.

· Visit sites in Singapore and overseas to ensure smooth transition from delivery and installation of equipment.

· Plan and manage installation schedules locally and overseas.

· Monitor costs against budgets and provide cost estimates for new projects, including equipment and manpower.

· Be familiar with Incoterms.

Job Qualifications:

· Bachelor’s Degree in Mechanical Engineering or Environmental Engineering.

· Minimum 3 years of experience as a Purchasing/Supply Chain Officer for water, wastewater treatment plants, or EPC projects (MEP).

· Proficient in MS Office, MS Project, and AutoCAD.

· Strong teamwork, organizational, coordination, planning, and interface skills.

· Ability to adapt to tight deadlines and frequent priority changes.
